In the swach bharat program, bulk of toilets gone to north as coverage has been very low, all the toilets constructed are geo-tagged and beneficiaries got direct money transfers. Same thing goes for PM Awas yojana too, it may not be 100% perfect, but the country now has a reasonably transparent system.
