Exposé of Nine letters of CAG

[dropcap color=”#008040″ boxed=”yes” boxed_radius=”8px” class=”” id=””]T[/dropcap]he nine letters written by the Comptroller and Auditor General (CAG) to Arvind Kejriwal Government’s plundering of public money is out in the public domain. These letters, produced at the end of this report, expose how crores of rupees were wasted by the Aam Aadmi Party (AAP) run Delhi Government in excruciating detail on embellishing its achievements using public money.

The audit conducted by Principal Accountant General of Delhi shows the questionable tactics of Deputy Chief Minister Manish Sisodia in selecting two private advertisement firms Garuda Advertising and Invicta Media to undertake campaigns. Creation of a government controlled advertisement releasing agency called Shabdarth was also criticised by the Auditors. They observe that this organization was unnecessarily paid Rs.3.63 crores ($542,000) as commission while the Government already has a system in place for advertisement releases. Was the new agency creation a way to hush up the money flow to media houses?

Kejriwal’s every advertisement is monitored and audited by CAG. The apex auditor blames AAP for giving Political, Central Government and Delhi-Police-blaming advertisements, fake claims on construction of bridges, fake claims on ending corruption and pumping of money to newspapers in other states to build its image.

[dropcap color=”#008040″ boxed=”yes” boxed_radius=”8px” class=”” id=””]T[/dropcap]he CAG report in short exposes the AAP Government’s inflated claims on the fake cost of construction of bridges and local clinics. It gives us a picture of money earned by media houses from Kejriwal’s largesse. During a four day period in February (13th to 16th), Rs.18.64 crores ($2.78 million) was spent as advertisements by Delhi Government in the form of several pages of advertorials (advertisement in editorial form).

Rs. 6.5 crores ($970,000) were pumped into newspapers in Kerala, West Bengal, Gujarat, Tamil Nadu, Andhra Pradesh, Odisha, Karnataka, Rajasthan, Madhya Pradesh, Goa and Jammu and Kashmir by the Kejriwal government. Rs.11.93 cores ($1.78 million) were spent on outside Delhi editions of Dainik Bhaskar, Hindustan Times, Hindustan, Amar Ujala, Navbharat Times and Dainik Jagran for just four days of advertisement bonanza in February. The Delhi Editions advertisement cost was a mere Rs.2.49 crores ($372,000).

The reports also says Rs.97.34 lakhs ($145,000) payment to Garuda Advertising was totally unjustified. Listing out several fake and fraud claim advertisements by Kejriwal’s Government, CAG also says Delhi Government also advertised a fake advertisement – “AAP Government Proved Right by CAG Audit.”

Listing out several non-verifiable claims in Advertisements, CAG says Rs 21.62 crores ($3.23 million) were wasted from the public exchequer. The reports also says that the Delhi Government on several occasions did not cooperate with the auditors.

The Final CAG Report is expected to table in next session of the Assembly and it is expected to be delayed as the Delhi Government drags its heels in its replies to the CAG findings.
