It would be only desirable if we stop saying “Kashmir problem”. It’s not Kashmir problem; it’s problem in Kashmir and the problem in Kashmir is Jihad, Jihad and Jihad

The Kashmiri Muslims have been ruling the State of Jammu & Kashmir since October 1947, when Maharaja Hari Singh linked the fate of his princely state with Bharat. Leave aside the periods when the state remained under the Governor’s Rule and President’s rule like it has been since November 21, 2018. They have been exercising unbridled and absolute powers under Article 370 of 1949 and Article 35A of 1954. There is no accountability. They have, according to Transparency International India, converted Jammu & Kashmir into the ‘second most corrupt’ State in India. They control all the portfolios with political weight and considerable funds. These include Home, Finance, Planning, Revenue, Law, Education, Tourism, General Administration. All the Chief Ministers of the state till November 21 were from Kashmir and from a particular religious sect. The Kashmiri Muslims have been enjoying an excessive and preponderant share of representation in the Jammu & Kashmir Legislative Assembly, which decides questions of supreme importance to the happiness and well-being of the people. Their representation in Parliament is in excess of their numerical strength and despite the fact that their region constitutes less than 11 per cent of the State’s land area. They control the Civil Secretariat, the seat of power. The people of Jammu and Ladakh have virtually no representation in the Civil Secretariat.

The politicians of Kashmir dominate the State’s Council of Ministers which takes policy decisions. They control all institutions — political, economic and social. They control trade, commerce, transport, and what not. They occupy almost all the over 4 lakh positions in the Government and semi-Government establishments in the Kashmir Valley. They also have a very significant presence in Government and semi-Government establishments in Jammu province and in far-off cold-desert Ladakh, which remains cut-off from the rest of the world for more than six months in a year.

Till date, none has heard that a Kashmiri has died of cold or hunger. Till date, none has heard that a Kashmiri is without a proper roof over his or her head. The employment rate in privileged Kashmir is the highest in the country, with India Inc more than willing to accommodate them in establishments outside Kashmir. The rate of unemployment in Kashmir is less than 30 per cent, as against over 69 per cent in Jammu. They rarely contribute to the State exchequer. It’s Jammu which contributes more than 75 per cent revenue to the state exchequer. But more than that, the Kashmiri politicians have rid either directly or through their inaction, Kashmir valley of almost all non-Muslims. These include original inhabitants of Kashmir Hindus, Jammu Dogras and Punjabis.

They never allow any outsider to acquire land in Kashmir or acquire a flat or plot in the Government-developed colonies. They virtually ensure that no non-Muslim settles in Kashmir. In fact, they have meticulously developed a system that ensures the exclusion of non-Muslims. The fact is that they have converted Kashmir into a one-religion region for all practical purposes, with the process of radicalization at its zenith. The Army is there in Kashmir because it has to be. The paramilitary forces are there in Kashmir because they have to be.

They — and New Delhi, which pumps into Kashmir billions of rupees every year under various schemes —enrich the Valley at the cost of Jammu and Ladakh. They manage and exploit Jammu province’s rich green-gold and all other natural resources, including precious minerals. Not only this. They exploit the people of Jammu province to the hilt. They have set up colonies in different parts of Jammu province, particularly Jammu district.

The fact of the matter is that the people of Kashmir, barring non-Muslims who quit their original Kashmir habitat long ago, are the most prosperous community in the world, barring a few persons here and there

Nobody knows how much forest and State land they have occupied by questionable means. They have reportedly occupied thousands of acres of forest and State land in Jammu. The process goes on unabated, and new colonies keep coming up. They and their followers have not only occupied forest and State land, but they also have acquired plots and flats in the Government-controlled colonies in Jammu, obviously with overt and covert official and communal support. They have not only a very significant presence in Government and semi-Government establishments across Jammu province, but they also have a very significant presence in the professional and technical institutions in Jammu province.

The story of Ladakh is slightly different, as the region has two partially empowered autonomous hill development councils, one each for Leh and Kargil districts. They do try their best to create in the Ladakh region a situation similar to the one they have created in Jammu province, but local factors and the somewhat positive attitude of New Delhi have not allowed them to do in the Buddhist-majority Leh district what they did in the Hindu-majority Jammu, sometimes using their extraordinary powers and sometimes using local leaders belonging to various political parties. There is hardly any leader in Jammu province with the courage to dare New Delhi and speak the truth. This has been going on since October 1947 without any break. The policy of New Delhi has been to ignore Jammu and Ladakh to please Kashmir.

The fact of the matter is that the people of Kashmir, barring non-Muslims who quit their original Kashmir habitat long ago, are the most prosperous community in the world, barring a few persons here and there. It is political power that matters, and Kashmir has it to the extent that no other State in India has. It is money that matters, and they have more money than they require. It is patronage that matters, and New Delhi is always there at their beck and call. In fact, the politicians of the State have everything in plenty and still they raise the bogey of alienation and attack the institution of the Indian state. This is simply not fair.

It would be only desirable if we stop saying “Kashmir problem”. It’s not Kashmir problem; it’s problem in Kashmir and the problem in Kashmir is Jihad, Jihad and Jihad.

  1. b) Rest of Kashmir Valley with all Sunni majority districts of Srinagar, Badgam, Pulwama, Baramulla and Kupwara along with permanent capital Srinagar city be made a separate Indian state with Article 370 of Indian Constitution called “North Kashmir.” – Why with Article 370. Do it without Article 370. When Andhra was divided, Telangana became rich as the funds allocated to Telangana region was diverted to costal. so, during the separation, Telangana got most of the of the funds, rightly so and AP a little. The same way, allocate the funds, so that the Jammu and Ladak will get excels fund and North Kashmir will get little, and stop the funds and starve them. We need to be ruthless.

  2. The current government appears as conniving as the previous governments for such absurdities simply cannot is considered as being stupid or ignorant. Its time art 370 is abrogated, Jammu, Kasmir and Ladahk split into 3 union territories and the GOI must go to war with Pakistan as a final end to this 71 years of agony since independence.

    It is better if the Chief Election Commission starts “re-organization” of Kashmir dominated Assembly and Lok Sabha constituencies and do justice to Jammu and Ladakh.

  4. India must divide ‘Jammu & Kashmir’ to make two states
    Option 1:
    a) Hindu majority entire Jammu Region, Buddhist majority Ladakh District, Shia majority Kargil District and Anantnag district containing Holy Amarnath Temple and required for settling all refugee Kashmiri Hindus called Pandits be formed into a new normal Indian State like any other called “Kashmir” only with permanent capital at Anantnag city.

    b) Rest of Kashmir Valley with all Sunni majority districts of Srinagar, Badgam, Pulwama, Baramulla and Kupwara along with permanent capital Srinagar city be made a separate Indian state with Article 370 of Indian Constitution called “North Kashmir.”

    These steps will save the people of Jammu, Ladakh and the Pandits & Shia Muslims from highhandedness of Sunni Kashmiri Muslims of Vale of Kashmir being beneficial to India by restricting separatism and the insurgency to just 15% area of current ‘Jammu & Kashmir’ state. Non-Muslims in both Jammu & Ladakh reduced from 90% in 1951 census to 65% and 51% respectively due to influx of Muslims from valley of Kashmir as per 2001 census and unless these policies are implemented now, even Jammu and Ladakh will become Muslim majority like Kashmir valley very soon.

    Option 2:
    Or else, merger of neighbouring Himachal Pradesh with Jammu & Kashmir to make Indian ‘Kashmir’ 70% Hindu majority and make up for loss of 40% land to Pakistan and China which will solve its Muslim majority problem and Buddhist majority Chittagong Hill Tracts in Islamic Bangladesh who hoisted Indian Flag on 15th August 1947, also be annexed by India as part of Tripura state.

    Option 3:
    If people of Jammu Region, Ladakh Region and Himachal Pradesh don’t agree to any of the above two choices then Hindu majority entire Jammu Region, Buddhist majority Ladakh District, Shia majority Kargil District and Anantnag district containing Holy Amarnath Temple and required for settling all refugee Kashmiri Hindus called Pandits be severed only from current “Jammu and Kashmir” state of India and merged with Himachal Pradesh.
