Shah Faesal was the first Kashmiri to secure the first position in the UPSC examination in 2009.
Shah Faesal, the first Kashmiri to top the Indian Civil Services examination is set to join the world of politics soon.
Hailed as a youth icon from Kashmir he announced his resignation on the social media on Wednesday.
Interestingly, the reason he gave raised many an eyebrow in the corridors of power.
In a lengthy ‘facebook’ post he wrote, “I am resigning in protest against the “unabated killings” and “marginalization of Indian Muslims” in Kashmir.
Faesal is expected to announce his future plans during his maiden media interaction on Friday.
Speculations were rife in Kashmir valley over his likely induction in the National Conference.
Omar Abdullah was among the first politicians who welcomed Faesal’s decision and said “the bureaucracy’s loss is politics’ gain.”
The full statement of Shah Faesal, as posted on his Facebook page:
“To protest against the unabated killings in Kashmir, and lack of any sincere reach-out from the Union Government; the marginalization and invisibilization of around 200 million Indian Muslims at the hands of Hindutva forces reducing them to second-class citizens; insidious attacks on the special identity of the J&K State and growing culture of intolerance and hate in the mainland India in the name of hyper-nationalism, I have decided to resign from Indian Administrative Service.
I wish to remind the regime of the day that subversion of public institutions like RBI, CBI, and NIA has the potential to decimate the Constitutional edifice of this Country and it needs to be stopped. I wish to reiterate that voices of reason in this country cannot be muzzled for long and the environment of siege will need to end if we wish to usher in a true democracy.
I am thankful to my family, friends, and well-wishers for supporting me on this amazing journey in IAS. One of my important tasks here-after will be to train and guide aspiring civil servants to help them in achieving this dream.
I will be addressing a press conference on Friday to share my future plans.
I will look forward to your support and blessings in this new mission.”
Bureaucracy’s loss is politics’ gain: Omar
National Conference Vice President and former Jammu and Kashmir Chief Minister Omar Abdullah was among the first politicians who welcomed Faesal’s decision and said “the bureaucracy’s loss is politics’ gain,” hinting at the possibility of his foray into politics.
Hurriyat (M) chairman Mirwaiz Umar Farooq also welcomed the resignation of IAS topper from Kashmir Shah Faesal, hoping his “outrage over Kashmir killings will guide his choice of politics and gets reflected in representing his people’s desire of right to self-determination.”
In his twitter post-Mirwaiz wrote, Faesal’s sentiment that “Kashmiri lives matter” will guide Faesal to represent his people’s (Kashmiris) collective deep driving desire to right to self-determination.
“Welcome the stand to resign by @ShahFaesal to protest the unabated killing of Kashmiris by GOI. Hope his outrage over killings and his sentiment that #KashmiriLivesMatter guide his choice of politics and gets reflected in representing his people’s collective deep driving desire of right to self-determination and their relentless struggle and sacrifice in achieving it – also the reason behind killings and repression on them by the state,” Mirwaiz wrote on his twitter handle.
35-year-old Shah Faesal hails from Sogam-Lolab in Kupwara district. His family shifted to Srinagar after Faesal’s father was killed by unidentified gunmen.
Outspoken IAS officer
After joining the IAS services Shah Faesal earned the sobriquet of an outspoken officer. He wrote regular columns in National dailies and remained active on social media pages.
In July last year, he was rapped by the government for his tweet on rape culture in the country.
The Centre had even asked the Jammu and Kashmir government to initiate departmental action against Shah Faesal because of his tweet criticizing rape culture.
Instead of lying low Faesal went public on Twitter to express his angst and demanded a relook into the rules saying, “…service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience. I’m sharing this to underscore the need for a rule change.”
The order from the state government, which Faesal posted on Twitter, holds him responsible for violating the All India Services (conduct rules) rules.
It says “allegedly failed to maintain absolute honesty and integrity in the discharge of your official duty and thus acted in a manner unbecoming of a public servant”.
“Love letter from my boss for my sarcastic tweet against rape-culture in South Asia. The irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience. I’m sharing this to underscore the need for a rule”. Faesal wrote.
Former Chief Minister Omar Abdullah had defended him even at that juncture.
Former Jammu and Kashmir CM Omar Abdullah had tweeted, “Looks like DOPT is determined to chase @shahfaesal out of the civil services. The last line of this page is shocking & unacceptable where they question Faesal’s “integrity & honesty“. How is a sarcastic tweet dishonest? How does it make him corrupt”.
Who is Shah Faesal?
Before attaining the age of 27, Shah Faesal had created history by becoming the first Kashmiri to secure the first position in the UPSC examination in 2009.
His selection motivated a large number of Kashmiri students to take the plunge and successfully cracked IAS exam in the recent decade.
35-year-old Shah Faesal hails from Sogam-Lolab in Kupwara district. His family shifted to Srinagar after Faesal’s father was killed by unidentified gunmen.
A doctor by profession Faesal did his MBBS from the SKIMS Medical College, Bemina, topping the examination in 2008.
He recently returned from Harvard Kennedy School where he had a brief stint as a Fulbright fellow.

Minorities in India are the most pampered. More so under Modi regime than before. How can he justify term "second class citizens" for them? And Kashmir enjoys special status with Articles 370 and 35A, which infact makes rest of Indians as second class citizens w.r.t Kashmir. The solution is to promote leaders that respect truth and knowledge. (Mind you, I am not mentioning corruption or selfishness.) Please try and evaluate the present leadership on the basis of these criteria. I suspect most everyone will fall short.
