A massive controversy erupted on Tuesday in the national Capital following the Aam Aadmi Party (AAP) Member of Legislative Assembly (MLA) Amanatullah Khan allegedly assaulting and manhandling the Delhi Chief Secretary Anshu Prakash at a meeting where Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia was also present. This has led to a pen down strike and massive protests by Delhi government employees on Tuesday.

The Chief Secretary also clarified that he did not retaliate to provocations and left the Delhi CM’s residence with great difficulty.

Expressing their anger, the employees of Delhi government also thrashed AAP leader and Delhi Dialogue Commission (DDC) chairman Ashish Khaitan and Delhi Environment Minister Imran Hussain at Delhi Secretariat. The alleged assault triggered a war of words between the Aam Aadmi Party (AAP) and the opposition Bharatiya Janata Party (BJP).

The union home ministry has also sought a report from the Lieutenant Governor of Delhi in this regard. The Home Minister Rajnath Singh has said that he was deeply pained by the events and remarked that civil servants must be allowed to work in dignity and without fear.

This is the second incident after the Kejriwal government came to power in Delhi when Delhi government employees and officers went on pen-down strike.

Prakash has alleged that AAP MLAs- physically assaulted him at chief minister Arvind Kejriwal’s residence at 11.30 pm on Monday midnight. The chief secretary said that he was seated between two MLAs and asked by the chief minister to explain the delay in releasing a three-year anniversary TV campaign. Soon, the MLAs shouted at him and threatened him, he alleged. “One MLA, whom I can identify, threatened that I will be confined in the room for the entire night unless I agree to release the TV campaign,” he said. Amanatullah Khan and Prakash Jarwal, who flanked the bureaucrat, “without any provocation, started hitting and assaulting me and hit several blows with fists on my head and temple,” alleged Prakash, who called the Lieutenant Governor Anil Baijal’s house to complain.

“The advisor (to CM) had called me around 11.30 pm (last night) to confirm that I had left for the meeting. Thereafter, I left my residence in my official car… And reached CM’s residence at midnight… I was taken to the front room where Chief Minister Arvind Kejriwal, Deputy CM Manish Sisodia, and 11 MLAs were present,” he said.

In his complaint to Delhi police,  Prakash has stated that the CM and AAP asked the Chief Secretary as to why there were delays in releasing advertisements commemorating the completion of three years of AAP.

When he said that the advertisements had to comply with Supreme Court directions, he was ‘accused’ of not doing enough for ‘publicity of the government’. After this, he was threatened with false cases against him under SC/ST act and physically assaulted by MLA Amanatullah Khan and another MLA who he claimed that he could identify. He has also claimed that he was assaulted in the presence of Kejriwal.

The Chief Secretary also clarified that he did not retaliate to provocations and left the Delhi CM’s residence with great difficulty.

He requested the DCP North to take actions against the MLAs for assault and intimidation with a motive to deter him from discharging his duties and forcing him to follow their unlawful directions.

The IAS Association Secretary, Manisha Saxena, who has complained to Lt. Governor Anil Baijal, claiming that the attack on Monday night was a “planned criminal conspiracy” against the top bureaucrat. The

Association also met Union Home Minister Rajnath Singh and they have also demanded President of India to sack this AAP government for misbehaving bureaucrats.  Prakash was called for a meeting around 11.30 pm on midnight on Monday where Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia 10 to 12 MLAs was present.

The IAS association said officers will continue to work but will not attend any meeting beyond office hours, outside office premises, until effective action is taken against those responsible for the incident.

Prakash–a 1986 batch IAS officer of Arunachal Pradesh, Goa, Mizoram and Union Territories (AGMUT) cadre–was earlier additional secretary and financial advisor in the rural development ministry. Before moving to the Centre, Prakash had held several important responsibilities in the Delhi government. He was the principal secretary (health) and the chairman-cum-managing Director (CMD) of Delhi Transport Corporation (DTC) in Congress leader Sheila Dikshit’s government.

In a statement released by the Association of Old Stephanians on Tuesday, the members have condemned the assault on Chief Secretary of Delhi.

The Delhi Government Employees Welfare Association (DGEWA) demanded action against the accused AAP MLAs who “manhandled” and “mistreated” the top bureaucrat. DGEWA President D.N. Singh said the association met the Lt. Governor regarding the issue. He said members of the group would go to offices but won’t work till action is taken against those who assaulted the bureaucrat.

Kapil Mishra, rebel AAP MLA and former Minister in the Kejriwal cabinet, said, “This has never happened in the history of India. As an MLA, I am ashamed that this incident has taken place.”

  1. People elect the Government they deserve. How AAP got elected to Delhi Assembly is an interesting story. People of Delhi NOT voted them to power by choice but by default. In May 2014, Narendra Modi Govt assumed power in Central Govt. They have observed there was no punctuality and discipline among any of the Officers from Secretary to Peon level both working in various Central Govt departments, barring very few employees. They have introduced Bio-metric attendance system and tried to bring in discipline and change in their working style, which was NOT relished by these Govt Employees – From Secretary to peon level, but they were seething with anger among themselves, thinking that who are they [BJP] to discipline them. In those old good days, all the Central Govt employees used to come to office by 11 to 11.30 AM and have tea and do chit chatting. Then they go for extended lunch interval and return by 2.30 PM. Again evening tea time by 3 to 3.30 PM. If you are lucky enough, your work may get done between 3.30 PM and 4.30 PM. This is their normal working time out of 8 hrs. By 4.30 PM onwards everyone visit washroom and got ready for going home. Some of the Good Employees don’t waste in between time they brought in woollen threads for manual spinning of Sweater, Kulla, jacket etc and some people sell their household articles like pickles, sarees, Namkins and other eatable items, because Govt provided salary is very meagre (!?), despite steep increase in their salary emoluments through 5th,6th & 7th Pay commission recommendations . Innocent and hard working people were there but their numbers are very few / negligible. Narendra Modi after assuming Office tried to stem the rot, by enforcing strict work culture in Delhi’s Central Govt employees, by initiating various administrative meansures, they got annoyed and expressed their displeasure by NOT voting for BJP and this Naxal Arvind Kujliwal got himself annointed as messiah of anti corruption, courtesy gullible Anna Hazare and got elected to Delhi Govt by default. The BJP’s vote share has not gone down in NCT Delhi election 2015 while compared with previous election. It was because of passive support of Congress + incorrigible Central Govt employees and their family members votes against BJP, for having the temerity to discipline / correct them, AAP was elected to rule NCT of Delhi. Now, the same people of Delhi including Central Govt employees and their family members are suffering with all kinds of difficulties but they are waiting for another opportunity to remedy their folly of electing AAP Govt in Delhi and throw them out of power. BJP cannot say publicly they lost 2015 Delhi election as a result of enforcing strict administrative measures / to instill good working culture in the Central Govt employees. But someone has to tell the truth, I take the pain of telling the pain truth. Take it from me, next time AAP will NOT find a single seat in NCT Delhi assembly. They have NOT fulfilled any of their electoral promises. The present AAP Govt will collapse like a pack of cards, the moment Satyendra Jain is investigated by all law enforcing agencies. The Central Govt need not have to invoke Art 356 to dismiss the Delhi Govt and give them a handle to gain sympathy from the public. They are getting fully exposed. Right from Arvind Kujliwal to all the MLAs are ruffians with no knowledge or experience to run a Govt smoothly. In short, people of NCT Delhi well deserve this non-performing, erratic and chaotic Kujliwal Govt. In Ttamizh there is a saying, which is bit vulgar, A prostitute not knowing the perfect art of dance, claimed that the stage is not proper. AAP case is similar to that. The sooner this Govt goes it is better for every one including the battered bureaucracy.

  2. Why are we surprised? Didn’t we know that AAptards are in fact the naxals and the criminals who managed to hoodwink Delhi people once? This is what these goons have been doing wherever they are in power be it Kerala, Karnataka, Tripura or West Bengal. They only understand the language of force.
