Right Wing organisations demand probe into undisclosed funds of CPI at Pansare’s Trust

The Right Wing organisations Hindu Janjagruti Samiti and Hindu Vidhidnya Parishad on Tuesday accused Communist Party of India’s (CPI) undisclosed assets amounting to more than Rs.45 lakhs are kept in a Trust led by the assassinated Govind Pansare. Addressing media here in Mumbai on September 12, Ramesh Shinde, National Spokesperson of Hindu Janjagruti Samiti (HJS) and Adv. Sanjiv Punalekar, National Secretary of Hindu Vidhidnya Parishad (HVP) urged the investigating agencies to probe the link of “illegal money” kept by CPI in the Trust headed by Pansare and his mysterious killing.

The leaders produced the CPI’s declared income and expenses statement to Election Commission to prove that the Rs. 45 lakh kept in the Trust headed by Pansare was not shown in the annual statement.

“Till now, the investigations are being carried out with the motive of proving Hindu elements as guilty; but the unaccounted wealth amassed by these pseudo-liberals under the garb of social service is being conveniently overlooked. Multiple scams have been revealed in the official audit of the Trust managed by Dr Narendra Dabholkar. Similar scams have been carried out in the organisations led by Comrade Govind Pansare. What’s notable is that an unaccounted sum of Rs. 45,51,352 has been kept in the name of the Communist Party of India (CPI), in the co-operative society led by Comrade Govind Pansare.

“CPI has given no declaration of this amount to the Election Commission whatsoever. Therefore, a detailed investigation into this black money should be carried out by the Central Bureau of Investigation (CBI) and the Enforcement Directorate. Also, the government should thoroughly investigate the murders of Comrade Govind Pansare, Dr. Narendra Dabholkar, and Gauri Lankesh to establish whether or not the killings were motivated by financial irregularities and Naxal-links,” demanded the HJS and HVP leaders.

The leaders produced the CPI’s declared income and expenses statement to Election Commission to prove that the Rs. 45 lakh kept in the Trust headed by Pansare was not shown in the annual statement. They also produced the bank statement of the Trust also to prove their claims.

“A study of the audit of the accounts of Shramik Nagari Sahakari Patsanstha shows that in the financial year 2015-16, ITAK and CPI have deposited various amounts in the said co-operative society. These deposits may or may not have been done in this financial year. In 2015-16, the total amount deposited by the party in Account No. 10105 to 10107, 10109 to 10113, 10116 to 10122, 10124 and 10131 is Rs. 45,51,352/-,” said the Right Wing leaders seeking probe into the mysterious money transactions and non-declaration of it and the immediate assassination of Pansare during this money trail.  Detailed press release issued by Hindu Janjagruti Samiti is published at the end of this report.

CPI leader Govind Pansare was shot on February 16, 2015, in Kolhapur, his home town and he passed away five days later at a hospital in Mumbai. Police arrested Samir Gaikwad belonging to Sanatan Sanstha. On July 17, 2017, he was granted bail. Sanatan Sanstha had accused Police of arresting Gaikwad without any evidence.

Why no investigation into the link between the killings of liberals and illegal money?

Bangalore-based Marxist scribe Gauri Lankesh’s murder case has got a new dimension with her brother Indrajit Lankesh suggesting a possibility of ‘the role of Naxalites’ in the murder. This important revelation shatters the pseudo-liberal myth that time and again points at Hindu activists in the killings of communists. Till now, the investigations are being carried out with the motive of proving Hindu elements as guilty; but the unaccounted wealth amassed by these pseudo-liberals under the garb of social service is being conveniently overlooked. 1. Comrade Govind Pansare was a communist leader from Kolhapur. He was also Secretary to the State Unit of CPI and also a member of National Body of the Party. Several organisations such as Shramik Pratishthan, Shramik Nagari Sahakari Patsanstha were being run under the leadership of Pansare.
2. A study of the audit of the accounts of Shramik Nagari Sahakari Patsanstha shows that in the financial year 2015-16, ITAK and CPI have deposited various amounts in the said co-operative society. These deposits may or may not have been done in this financial year. In 2015-16, the total amount deposited by the party in Account No. 10105 to 10107, 10109 to 10113, 10116 to 10122, 10124 and 10131 is Rs. 45,51,352/-
3. Being a national party, the CPI has to file its audit reports to both – the Election Commission and Income Tax Department. The interest on such deposits is taxable. Therefore, a search into whether the aforementioned deposits reflect in the party’s national accounts, revealed that CPI has not declared this amount in the audit reports submitted to the Election Commission. What is shocking is that the auditors have accepted the fact that the state-level management of the party has not submitted any financial paperwork.
4. The audit reports of a national political party are filed at the central level. Therefore, if the said amount does not reflect in the party accounts, it may be concluded that:
5. Govind Pansare / other party members were handling this black money on behalf of the party.
6. Party had no knowledge of such funds and Pansare /other party members had deposited their black money in the name of the party.
7. Someone else’s black money was being held/managed by the party.
8. Any of the above possibilities is a threat to the nation. Despite the Supreme Court upholding Ajmal Kasab’s death sentence after proving that the 26 / 11 attacks in Mumbai were carried out by him, Pansare was propagating that Kasab was falsely implicated in the case. Now, if Pansare’s links with black money and hawala operators is established, then we no longer need to explain the gravity of the matter.
9. Pansare was murdered and because the blame was deliberately put on Hindu activists, this case has gained supreme importance. The ground reality is that the police authorities are clueless about whether the murder was carried out by Sameer Gaekwad or someone else. CBI had the possession of the pistol used in Pansare’s murder and after the killing, the pistol has reached the CBI again. This cuts a sorry figure for Kolhapur Police and hence no investigation has been conducted in this direction.
10. To ensure that similar roadblocks don’t arise in the Gauri Lankesh case in the future, the Siddharamaiah government of Karnataka and Karnataka Police should at this stage itself investigate into the finances of Gauri Lankesh. It is about time that her call records, bank accounts, financial transactions, etc are investigated into. Also, we have informed the Election Commission of India, Income Tax Department, CBI, Central Economic Intelligence Bureau, Enforcement Directorate and the police about the handling of black money by these pseudo-liberals, which also should be investigated into.
