Mohammed Mohsin, the IAS officer suspended by the Election Commission (EC) for trying to inspect Prime Minister Narendra Modi’s helicopter is a perennial Bharatiya Janata Party (BJP) hater and has also invited indictments and warrants from Courts for various illegal ways. Mohsin (50), the Karnataka cadre officer hailing from Bihar also has a Twitter account (@mmiask) which exposes his hatred towards the BJP.
Mohsin has the habit of talking against BJP and Modi, say his colleagues. According to many bureaucrats, Mohsin, in their private WhatsApp groups always posts his comments against Prime Minister and Sangh Parivar and several colleagues advised him to refrain from this “partiality exposing behaviour.” PGurus is in possession of such messages of Mohsin, posted in Bureaucrats’ WhatsApp Groups. His Twitter account also shows his way of thinking and hatred towards BJP and PM.
This “upstart” IAS officer was slammed by the Court for irresponsible behaviour and his senior officer too was punished with a fine of Rs.10,000. Many Indian Administrative Service (IAS) officers say, it was due to Mohsin that his senior got fined[1].
Apart from this, once the Central Administrative Tribunal (CAT) issued a warrant for contempt on not adhering to Tribunal’s Orders[2].
The abovementioned newspaper reports expose the ways of Mohsin, who got support from anti-Modi journalists for trying to inspect Prime Minister’s copter. Mohsin Twitter handle can be seen re-tweeting allegations on Rafale deal and tweets of other Modi haters such as Teesta Setalvad, Rana Ayyub etc. At one point he even described President Ram Nath Kovind as “a dangerous mix of Mandal and Kamandal.” This Tweet exposes Mohsin’s venomous mindset.

The fact is that not only the Prime Minister but none of the Special Protection Group (SPG) protected persons’ vehicles and helicopters are checked. This applies to the vehicles of Sonia Gandhi, Rahul Gandhi and even to Priyanka and her controversial husband Robert Vadra. Being a senior IAS officer, Mohsin must be aware of this decades-old circular of the Election Commission. In the 2008 Karnataka elections, the EC, especially in the money-spinning Bellary constituency, inspected all leaders’ Copters including Mayawati and Sushma Swaraj but not of Sonia Gandhi. Many leaders affected by this move questioned EC for not inspecting Sonia’s copter and EC had clarified it.
The EC had started checking Copters in 2008 when there were allegations of transporting money through copters. Exceptions were given to SPG protected persons. Every officer is aware of this. When caught for illegal activity of trying to check the PM’s copter and getting slammed by SPG, Mohsin tried to shift the blame on a local officer. The local officer reported to the EC that it was Mohsin who gave him the “illegal” verbal order.
Apart from this, Mohsin was an observer in Odisha when he tried to inspect the PM’s Copter. This Modi-hater has no power to do so (as an observer). His job is to monitor the enforcement of the Model Code of Conduct and it has no executive powers. As an observer, he can only bring notice to the District Election Officer and State Election Officer about the failures of the executive officers in enforcing the Model Code of Conduct. This has been clearly defined in the Election Commission’s Handbook for Observers. Being a senior IAS officer over the age of 50, Mohsin must be aware and it is certain that his perennial hatred for BJP, especially with Modi (which is evident from his Twitter handle) led to this illegal act and got suspended by Election Commission.

Reform of the bureaucracy is the need of the hour. Seniority based promotion with out accountability is the bane of Civil Service.
1. A starting point for reform could be limiting the number of years of service a person can put in. Limit this to 32 years, taking into account the entry age is 18 ( 18 + 32 = 50) and unreserved maximum age is 28 ( 28+ 32 = 60);
2. Review all staff after 50 years age and only exemplary one be retained.
He should be suspended after enquiry terminated. He is dangerous
If this guy is so radicalised, he may even be radicalised enough to become a fidayeen. Or allow one to come near the PM . He is a danger to the PM n it would be no point lamenting after this fellow has accomplished his mission. So , he should only be posted at Indira Point . Or Lakshadweep. The Bureaucracy as well as Judiciary is full of such partisan officers. This is because of faulty training and lack of accountability. It is time for immediate reforms in Judiciary , Bureaucracy police and electoral reforms, The more these reforms are delayed India is certain to be doomed. I will request PGurus to advocate for such reforms in an effective manner.
