    Rajasthan has taken a significant step towards implementing a Uniform Civil Code (UCC), with the state government constituting a high-level committee to draft the proposed legislation aimed at creating a common civil law framework for all citizens.

    The announcement was made on Monday by Parliamentary Affairs Minister Jogaram Patel and Minister of State for Home Jawahar Singh Bedham during a press conference at the Government Secretariat.

    Patel said the decision was approved during a Cabinet meeting chaired by the Chief Minister on April 14, 2026. He described the initiative as a historic step in line with Article 44 of the Constitution, which encourages the State to work towards a Uniform Civil Code for all citizens.

    He added that while drafting the law, the government would ensure that the customs, traditions and constitutional rights of tribal communities remain protected.

    Committee headed by former Supreme Court judge

    The state government has constituted a committee to prepare the draft of The Rajasthan Uniform Civil Code, 2026.

    The panel will be headed by former Supreme Court judge Justice Ranjana Prakash Desai. Other members include retired IAS officer Shatrughna Singh, Rajasthan High Court Additional Advocate General Basant Singh Chhaba, former Government Law College principal Ramswaroop Agarwal, and Dr Shuchi Chauhan.

    The Additional Chief Secretary (Home) will serve as the Member-Secretary of the committee.

    Public consultations to be held

    Minister Jawahar Singh Bedham said the committee would conduct consultations across Rajasthan’s divisional headquarters to gather public opinion and ensure the legislation is inclusive and transparent.

    Citizens will also be able to submit suggestions through a dedicated online platform.

    According to the government, public participation will play a key role in shaping a law that reflects Rajasthan’s social and cultural realities while promoting equality and justice.

    Key features proposed

    The proposed Uniform Civil Code seeks to establish a common legal framework for matters such as marriage, divorce, inheritance, adoption and maintenance, regardless of religion, caste or community.

    Among the provisions under consideration are:

    • Mandatory registration of marriages and divorces
    • Complete prohibition of polygamy
    • Mandatory registration of live-in relationships
    • Equal inheritance rights for sons and daughters in ancestral property

    The government said the objective is to bring uniformity in civil matters, strengthen gender justice and ensure equal rights for women.

    Ministers said the state remains committed to drafting a balanced, progressive and inclusive law that upholds equality, transparency and justice while respecting Rajasthan’s diverse social fabric.
