“Waving the Tiranga isn’t against the law, an unpermitted march is”: police’s message to Dipke
Delhi Police have served a notice on Cockroach Janta Party (CJP) activist Abhijeet Dipke, warning that going ahead with the proposed Tiranga Yatra in Connaught Place would violate prohibitory orders and invite legal action.
The notice
Police teams reached the residence where Dipke was staying in the capital and handed him the notice in the presence of a police official. It said Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) is in force around Connaught Place, and that the New Delhi Municipal Council (NDMC) has not given permission for the march. If the CJP proceeds anyway, the notice said, it would be treated as a violation and legal recourse would follow.
Dipke was told that waving the national flag is not against the law. But staging an unpermitted march and gathering a crowd would break the restrictions, and police would act. He was also reminded that the Flag Code requires the Tricolour to be treated with due respect.

Security around Connaught Place
Security has been tightened around Connaught Place ahead of the “Lehra Do Tiranga” protest called by Dipke at Central Park. Delhi Traffic Police said movement on some roads in the area is likely to be affected from 3 pm.
NDMC has announced that Central Park will stay closed to the public on October 16 and 17 for “administrative reasons.” Delhi Police said a prohibitory order is already in force in Connaught Place and nearby areas, and told the Delhi High Court that all possible measures under the law would be taken to address concerns about the proposed protest.
