Rigged Local body polls in TN and WB scream for Free and Fair Elections

Of all the problems in elections in a democracy, the most concerning is rigging. We want everyone to vote & that the elections be Free & Fair. TN, WB local body elections prove that State Police/ Administration is not unbiased. What is the way out that is effective, traceable, and cheap?
