
Following through on PM Modi’s 2025 Red Fort directive, Home Minister Amit Shah outlines an exhaustive mission to probe border infiltration
The Union Government on Tuesday officially constituted a high-powered committee tasked with investigating “unnatural demographic change” across the country, fulfilling a key policy directive aimed at curbing illegal immigration and safeguarding national security.
The formation of the “High-Level Committee on Demographic Change” was confirmed by Union Home Minister Amit Shah via social media, executing a major policy objective originally outlined by Prime Minister Narendra Modi during his 79th Independence Day address from the Red Fort on August 15, 2025.
Committee Composition and Leadership
The newly established panel will be chaired by retired Supreme Court Justice Prakash Prabhakar Naolekar.
According to the Home Ministry, the committee will feature a prominent bench of administrative, security, and economic experts, including:
- Justice Prakash Prabhakar Naolekar (Retd): Committee Chairman
- Shri Durga Shankar Mishra (Retd IAS): Committee Member
- Shri Balaji Srivastava (Retd IPS): Committee Member
- Dr. Shamika Ravi: Committee Member (Member, Economic Advisory Council to the PM)
- The Census Commissioner of India: Committee Member
- Joint Secretary (Foreigners-I), Ministry of Home Affairs: Member Secretary
Threat to Sovereignty and Tribal Societies
Detailing the scope of the mission, Home Minister Shah emphasized that abnormal population shifts present an immediate risk to the core fabric of the country.
“Infiltration and other reasons causing Unnatural Demographic Change pose a very significant challenge to the present and future of any nation,” Shah stated, linking the issue directly to national sovereignty, internal law and order, and profound alterations in India’s social structure. He specifically noted the urgent need to preserve vulnerable tribal societies from these shifts.
The committee is mandated to conduct an exhaustive, nationwide assessment of population anomalies arising from illegal migration. It will analyze patterns of abnormal population growth at both religious and social community levels, with the ultimate goal of delivering a structured, time-bound framework to resolve the imbalance.

The executive action follows Prime Minister Modi’s sharp warnings delivered late last year regarding deliberate attempts to alter the demographic structure of India, particularly within sensitive border regions.
In his 2025 Independence Day address, PM Modi cautioned that unchecked infiltration posed a severe challenge to the country’s unity. He promised a dedicated demography mission to fortify India’s borders, protect the integrity of the nation, and fiercely defend the socio-economic rights of Indian citizens.
With Tuesday’s formal gazette and committee layout, the high-powered mission now moves into its active operational phase.
