For his proposed second administration, Trump has nominated Keith Kellogg, a retired lieutenant-general and former national security adviser, as special envoy to Ukraine and Russia. Kellogg outlined his approach to resolving the conflict in a 2022 research paper published by the America First Policy Institute.

Conditional US Aid: The paper proposed that Ukraine should only receive additional US aid if it agreed to peace talks with Moscow.
Continued Support: If Russia refused to engage in talks, the paper suggested the US should maintain its support for Ukraine.

Zelensky’s optimism on Trump’s role

Following Trump’s election win in November, Ukrainian President Volodymyr Zelensky expressed optimism that the conflict might end sooner under Trump’s leadership. Zelensky described a “constructive exchange” during a phone conversation with Trump but did not disclose details about any conditions Trump might have raised regarding peace talks.
