
Telegram asked to remove pirated OTT content under IT Act
The Ministry of Information and Broadcasting has issued a notice to messaging platform Telegram directing it to remove pirated movies and OTT content from its platform after complaints of widespread copyright infringement.
Government sources said authorities have identified 3,142 Telegram channels that were allegedly distributing illegal copies of films and shows available on streaming platforms.
The action follows complaints from major OTT services, including JioCinema and Amazon Prime Video, which raised concerns about piracy affecting their content and revenue.
Officials said the notice was issued under provisions of the Information Technology Act, 2000.
Intermediary rules strengthened
The notice comes after recent amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 introduced by the Ministry of Electronics and Information Technology in October 2025.
The revised rules, which came into effect on November 15, 2025, aim to make online intermediaries more accountable for unlawful content hosted on their platforms.
Under Rule 3(1)(d), intermediaries are required to remove illegal material in a transparent, proportionate and accountable manner once notified by the government or a court.
The amendments also introduce provisions ensuring senior-level accountability within platforms, clearer identification of unlawful content and periodic review of government directives.
OTT platforms flag piracy concerns
Streaming platforms have repeatedly raised concerns about piracy, saying illegal distribution of films and web series on messaging apps and social media platforms significantly impacts revenue and undermines creators’ rights.
The latest notice from the Information and Broadcasting Ministry signals the government’s intent to intensify action against digital piracy and ensure faster removal of infringing content.
A review conducted by the Ministry of Electronics and Information Technology also highlighted the need for stricter measures to improve online safety, security and accountability for intermediaries, including social media and messaging platforms.
Telegram is now expected to comply with the notice by removing pirated content from the identified channels.
