
Monsoon Session of Parliament
The Narendra Modi government plans to push 21 new pieces of legislation, including the data protection bill and a bill to replace a controversial ordinance on Delhi services, in the monsoon session of Parliament that starts from July 20, according to a Lok Sabha Secretariat circular.
The Digital Personal Data Protection Bill 2023 aims to provide for “the processing of digital personal data in a manner that recognizes both the right of individuals to protect their personal data and the need to process personal data for lawful purposes.”
The personal data protection comes after the previous iteration of the bill was shelved by the government last year.
The Union government also plans to bring the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, to replace an ordinance issued by the Centre earlier this year giving itself control over the bureaucracy in Delhi. The ordinance effectively rolled back a Constitution Bench judgment of the Supreme Court (SC) that handed over control of the bureaucracy in the Capital to the elected government, excluding those connected to police, public order, and land.
“The bill is being brought as a result of the pronouncement of the order of the Constitution Bench of the Supreme Court in which the legislative and executive power over “services” shall vest with the GNCTD. The conclusions drawn in the Constitution Bench pronouncement pose certain challenges to the smooth administration of GNCTD which need to be addressed through appropriate legal interventions,” the government said in a circular.
The Opposition is expected to protest and vote against this bill but the Congress has not yet made its stand clear on the issue in public.
The government will also try to clear the Biological Diversity (Amendment) Bill, the Jan Vishwas (Amendment of Provisions) Bill, and The Multi-State Cooperative Societies (Amendment) Bill.
The other new bills include The Postal Services Bill 2023 to stipulate fundamental matters on postal services, facilitate the development of the postal sector, protect the rights and interests of users, and promote the socio-economic development of the country through post offices and the National Cooperative University Bill, 2023 will be brought to establish the institution.
A bill to repeal the International Monetary Fund and Bank Act, of 1945, another one to repeal the provisional collection of taxes, and a bill to set up the national dental commission and the national nursing and midwifery commission will also be brought.

While there is no word from Congress on whether Rahul Gandhi will undertake yet another yatra, as was stated earlier, the party leadership certainly seems to be nudging state units to take out yantras. Earlier this week, the party high command had asked the Maharashtra leadership to undertake a bus yatra. On Thursday, it was the turn of Uttarakhand. A brainstorming session the high command had with leaders from Uttarakhand saw Rahul asking them to take out a yatra across the state, highlighting some key issues, like the Agnipath scheme. The meeting also saw some leaders such as former state unit chiefs Pritam Singh and Ganesh Godiyal taking potshots at the style of functioning of state Congress president Karan Mahara. The prime focus of Congress President Mallikarjun Kharge, as usual, was on unity.

Citing a social media post by a former minister in a state from South India about garbage piled up at a location, Union Housing and Urban Affairs Minister Hardeep Puri on Thursday said that when officials made inquiries, it turned out that the site in question was on private land. Puri, speaking at the National Urban Planning Conclave, said the ministry didn’t view this as a challenge and officials reached out to the person concerned and offered help. “That kind of reverse naming and shaming is sinking in,” Puri said.

Close on the heels of Congress leader Rahul Gandhi’s visit, a team of CPI(M) leaders is visiting the violence-hit district of Churachandpur in Manipur. The delegation included MPs Bikash Ranjan Bhattacharya, John Brittas, P Santosh Kumar, Binoy Viswam, and K Subbarayan. While the delegation followed a program similar to Gandhi’s, like visiting relief camps, the trip remained comparatively low-key. Learning from the Congress leader’s experience, the delegation did not attempt to reach the district by road but directly boarded a helicopter.

The saffron camp’s decision to field Nagendra Royaka Ananta Maharaj, as its candidate for the July 24 Rajya Sabha polls has “angered” the Rashtriya Swayamsevak Sangh, the ideological parent of the BJP. Ananta heads a faction of the Greater Cooch Behar Peoples Association and is a proponent of the Kamtapur state for Rajbanshis.
