Reforms essential for the UN’s relevance: P Harish

India has called for immediate global action to align with the ambitious commitments made by world leaders to combat terrorism, as new theaters of conflict emerge worldwide. Permanent Representative P Harish emphasized the need for this alignment during a statement on Monday, highlighting the urgent necessity for unified efforts against a persistent threat to global peace and security.

“We appreciate the strong message condemning terrorism in the Pact for the Future,” Harish said, referring to the declaration adopted at last month’s Summit of the Future. He stressed that “Global Action” must now correspond to the “Global Ambition” expressed in the Pact.

The Pact makes a clear declaration against terrorism, stating that all terrorist acts are “criminal and unjustifiable, regardless of their motivation.” This statement counters attempts by some nations, including Pakistan, to blur the lines between terrorists and “freedom fighters,” particularly in light of Pakistan’s efforts to obstruct the Comprehensive Convention on International Terrorism (CCIT) proposed by India nearly three decades ago.

In addressing the General Assembly session on ‘Strengthening the UN System,’ Harish underscored India’s pivotal role in amplifying the voice of the Global South during the Pact’s formulation. He noted that the Pact aligns with India’s vision of ‘Viksit Bharat@2047,’ aimed at transforming the nation into a developed country by the centenary of its independence.

While highlighting the importance of sustainable development, Harish also pointed out the need to address critical issues like human welfare, food security, health security, energy security, and climate finance. He warned that evasion of climate action responsibilities by developed nations undermines growth prospects for developing countries.

Harish reiterated Prime Minister Narendra Modi‘s assertion that reform is essential for the UN’s relevance. However, he criticized the Pact for lacking sufficient ambition to reform the UN Security Council, arguing that it fails to represent the views of the majority of UN members who advocate for both non-permanent and permanent member expansion.

He further noted that negotiations regarding Security Council reform have been stalled by a small group of countries, including Italy and Pakistan, which have opposed the adoption of a negotiating text that could facilitate progress.

Additionally, Harish stressed the need to enhance the role of developing nations in the governance of international financial institutions and to address their debt challenges. He pointed out that the G20 declaration, adopted under India’s presidency last year, aligns with the Pact on key principles such as creating a more inclusive, sustainable, and resilient international financial system while advocating for stronger, more democratic global financial institutions.
