Slovak national deported while Russian cyclist awaits deportation after entering state without Protected Area Permit

Two foreign nationals from Russia and the Slovak Republic were detained in separate incidents in Mizoram for entering the state without the mandatory Protected Area Permit (PAP), police said on Friday.

According to Mizoram Inspector General of Police (Headquarters) H Ramthlengliana, the 58-year-old Slovak national was detained by the Assam Rifles on March 24 near the Indo-Myanmar border in Siaha district. He has since been deported to his country.

In another incident, a 41-year-old Russian cyclist was intercepted by the Border Security Force (BSF) on Phuldungsei road in Mamit district, near the Tripura border, when he attempted to enter Mizoram the following day.

Police said both individuals possessed valid passports and visas, but did not have the required Protected Area Permit, which is mandatory for foreign nationals visiting Mizoram.

After their detention, the two were handed over to the state police. The Slovak national was deported on Friday, while the Russian national has been brought to Aizawl and will be deported once flight arrangements are made.

Officials said the Slovak national had travelled from Thailand to Kolkata and then to Mizoram, intending to attend a water festival in Myanmar’s Chin state after being invited by friends.

The Russian national reportedly told police he was unaware that a Protected Area Permit was required to enter Mizoram.

The Protected Area Permit (PAP) is mandatory for foreigners visiting sensitive border regions such as Arunachal Pradesh, Sikkim, Manipur, Mizoram, Nagaland, and certain areas of Jammu & Kashmir, Rajasthan, Himachal Pradesh, and Uttarakhand, particularly near the Myanmar and China borders.
