The Bharatiya Janata Party (BJP) on Tuesday released its election manifesto for the upcoming Assam Legislative Assembly elections 2026, promising two lakh jobs over the next five years along with a series of development and welfare initiatives aimed at youth, indigenous communities and infrastructure growth in the state.

Union Finance Minister Nirmala Sitharaman unveiled the party’s Sankalp Patra in the presence of Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal and state BJP president Dilip Saikia.

The manifesto outlines the party’s roadmap for development, employment generation, education, healthcare and the protection of Assamese identity and indigenous communities.

Promise of jobs, UCC and flood control

Speaking after the release of the manifesto, Chief Minister Himanta Biswa Sarma announced that the party would create two lakh jobs in the state within the next five years if it returns to power.

Sarma also said the government would implement a Uniform Civil Code (UCC) in Assam, with exemptions for areas governed under the Sixth Schedule and tribal regions.

“We will implement UCC in Assam excluding Sixth Schedule and ST areas. We will also take strong steps against love jihad. Our government will work to make Assam flood-free and in the first two years we will spend Rs 18,000 crore for flood management,” Sarma said.

He also outlined plans to expand higher education and healthcare infrastructure, saying the government aims to establish one medical college, one university and one engineering college in every district.

    Focus on security and development

State BJP president Dilip Saikia said the party’s goal is to ensure a “secure and developed Assam”.

“The 2026 election is very important for the people of Assam. The BJP is contesting this election with the aim of building a secure Assam and a developed Assam,” Saikia said.

He added that the party received over 2.45 lakh suggestions from citizens across the state while preparing the Sankalp Patra.

Manifesto built on decade of governance

Finance Minister Nirmala Sitharaman said the manifesto reflects the progress achieved in Assam during the past decade of BJP rule.

“This manifesto is built on a decade of delivery. What we promise now is based on what we have already achieved,” she said.

Sitharaman said Assam has witnessed significant economic growth over the last ten years and is now among the fastest-growing state economies in India.

According to her, the state’s per capita income has increased by nearly 54 per cent over the past four years.

    Congress criticised over past governance

During her remarks, Sitharaman also criticised the Indian National Congress for allegedly neglecting long-term development in the Northeast region.

She said the Armed Forces Special Powers Act (AFSPA) remained in force in Assam for over three decades due to past policies and added that peace and development have improved under BJP governance.

Sitharaman also highlighted the Centre’s focus on the Northeast, noting that Prime Minister Narendra Modi has visited the region frequently to push development initiatives.

The BJP’s Sankalp Patra contains 31 key promises aimed at strengthening economic growth, improving infrastructure and creating employment opportunities across Assam ahead of the upcoming Assembly elections.
