A political row has broken out between Congress and the Aam Aadmi Party in Punjab, after Congress MLA Sukhpal Singh Khaira alleged that several AAP leaders who hold no cabinet position in the state government are occupying official residences meant for Punjab ministers.

Khaira named AAP leaders including Manish Sisodia, Jarnail Singh, Satyendra Jain and Gayatri Bishnoi as allegedly staying in government bungalows, questioning in a video posted on X who had given these “non-Punjabis” the right to occupy the official residences of Punjab ministers.

The bungalow allegations

According to Khaira, Gayatri Bishnoi — president of AAP’s Rajasthan women’s wing — is staying in House No. 961, the official residence allotted to Punjab Health Minister Balbir Singh, while Manish Sisodia is allegedly occupying the adjoining House No. 960. Khaira cited a video he said Bishnoi herself had posted, in which she appeared to confirm her stay at House No. 961, and pressed her to clarify whether the two adjoining bungalows were connected by a gate in the dividing wall.

He also alleged that Jarnail Singh and Satyendra Jain were residing in House No. 926, and shared a graphic listing multiple leaders alongside the bungalows they were allegedly occupying.

Bishnoi hits back

Bishnoi responded sharply on X, calling Khaira a “vile man” and rejecting his allegations as character assassination. She said she was staying at the residence to care for her ailing father, whose health she described as poor, and said she had the “blessing” of Health Minister Balbir Singh to do so. She said she intended to pursue legal action against Khaira, accusing him of slandering her character, and warned him in her post that she would ensure he faced legal consequences.

Khaira presses Chief Minister Mann for answers

In a follow-up series of posts, Khaira directed his questions at Chief Minister Bhagwant Mann, asking who had authorised the alleged allotments and whether Punjab ministers had sublet government accommodations to these leaders on the Chief Minister’s instructions. He asked pointedly whether, if not, leaders such as Sisodia were in illegal possession of the properties.

Political backdrop

The dispute comes as parties gear up for Punjab’s Assembly elections, expected in 2027, though no official date has been announced. It also follows recent Enforcement Directorate searches in the state, which have themselves become a point of contention — Punjab Congress chief Amarinder Singh Raja Warring has questioned why the central agency has become active only in the run-up to elections, while the ruling AAP has accused the Centre of using central agencies to target the state government ahead of the polls. AAP workers protested outside the GMADA office in Mohali on Thursday over the ED action.

Neither the Punjab government nor Chief Minister Mann had issued an official response to Khaira’s allegations as of the time of publication.
