ED cracks down on J&K health insurance scam fraud
Former Jammu & Kashmir Governor Satyapal Malik’s allegations of attempting to bribe him turn true. The Enforcement Directorate (ED) on Thursday attached properties worth over Rs.36 crore in the case of M/s Reliance General Insurance Pvt. Ltd. (RGIPL) and M/s Trinity Reinsurance Brokers Private Limited (TRBL) linked to health insurance of employees in Jammu and Kashmir.
In 2021, Governor Malik alleged that he was offered around Rs.300 crore for clearing the health insurance proposals of Anil Ambani-led Reliance General Insurance and another proposal clearing related to the power generation sector. Governor Malik dragged BJP’s Ram Madhav’s name also in the bribery offer. Though Ram Madhav said that he will send legal notice to Malik, to date not done so.[1]
In a statement on Thursday, the ED said the Directorate of Enforcement (ED) has provisionally attached immovable and movable properties worth Rs.36.57 crore in the case of M/s Reliance General Insurance Pvt. Ltd. (RGIPL) and M/s Trinity Reinsurance Brokers Private Limited (TRBL) related to fraudulent awarding of Tender of Mediclaim Insurance Policy for the J&K government employees, PSU’s employees & pensioners fraudulently to M/s Reliance General Insurance Pvt. Ltd. by the Finance Department, J&K in collusion with M/s Trinity Reinsurance Brokers Limited (Insurance Broker).

The investigation in the case was initiated by the ED based on FIR registered by the CBI, ACB, Srinagar for the commission of offenses under various sections of RPC (Pari-Materia to sections 120-B & 420 of IPC) and JKPC (Pari-Materia to sections 13(1) (d) read with 13(2) of PC Act), based on complaint filed by the GAD, Govt. of UT of J&K against M/s Trinity Reinsurance Brokers Limited, M/s Reliance General Insurance Company Limited and unknown Public Servants & private persons.
ED investigation revealed that the Finance Department, Govt. of J&K, deliberately awarded the tender for the engagement of the Intermediary (i.e Insurance Broker) for designing, floating the tender for and implementation of the said Health Scheme for government.
The previous year, the CBI recorded statements of Governor Malik, who made so many public statements in this regard, including alerting Prime Minister Narendra Modi. After these statements, Governor Malik became persona non grata of the ruling party BJP, and for the past two years seen at the forefront of criticizing Modi often.
