How govt can treat untreated sewage at zero cost

Turn sewage ponds into India’s next growth engine

The problem hiding in plain sight

Across India, many low-lying land parcels, ranging from formal Waste Stabilization Ponds to informal, stagnant sewage pools, occupy tens of thousands of acres of municipal and village panchayat land.

Some of these ponds cover many acres; others are smaller. This article conservatively considers only 100,000 of these ponds that occupy at least one ground (2,400 sq. ft.), the minimum size that would make sense to cover under this scheme. Even if only a small percentage of these ponds are converted, the project would serve its purpose.

Traditionally viewed as urban blights that breed disease, emit foul odours, and pollute groundwater, these stagnant bodies hold the key to two of India’s most pressing challenges: water scarcity and urban land scarcity.

The policy: Zero-Cost Land Lease for sewage treatment

By introducing a national policy of selective Zero-Cost Land Lease for sewage treatment, the government can transform thousands of environmental hazards into self-sustaining commercial and public assets.

Under this Land-for-STP (Sewage Treatment Plant) Concession Model, Urban Local Bodies and Gram Panchayats would hand over stagnant wastewater bodies to private infrastructure developers on long-term, performance-linked leases of 20 to 50 years. A long lease gives the concessionaire enough incentive to develop the property for the best possible use of both the land and the treated water.

Details such as lease duration, the hold that the government retains on the developed property, and what responsibilities devolve to the actual occupants should be worked out carefully. Rather than leaving each municipality or panchayat to work out these details separately, the broad contours of the scheme can be drawn up at NITI Aayog in consultation with all state governments involved. Only localised factors, if any, need to be added by local bodies. This minimises both the cost of implementation and the burden of ongoing oversight.

How the model works

The private operator installs modern technologies to purify incoming sewage into high-grade reusable water. Because compact STPs typically require up to 10% of the land footprint occupied by traditional open oxidation ponds, the remaining recovered land (up to 90%) can be opened up for green-compliant commercial and civic use.

This model makes strong commercial sense for private investors while eliminating the fiscal burden on the state. Land acquisition typically eats up 20% to 40% of the capital expenditure for urban infrastructure projects; so eliminating this cost lowers project risk and makes small-to-midscale STPs bankable in urban areas.

Where the money comes from

Operators achieve financial sustainability through dual revenue streams:

  • Monetising the remaining recovered area through long leases for eco-compliant operations such as commercial/ residential buildings and solar micro-grids, plant nurseries, or urban agriculture.
  • Selling high-grade treated water to industrial hubs and construction sites as a cheaper alternative to municipal supplies.

Meanwhile, municipalities and panchayats avoid massive capital expenditure required to build STPs and offload ongoing operational costs and hassles. In fact, where these projects are leased through tender due to competition, some would even earn a recurring income for the municipalities and village panchayats.

Safeguards against misuse

To ensure private operators stay focused on sewage treatment rather than land squatting, the policy framework can rely on strict structural safeguards:

  • Mandatory integration of real-time Online Continuous Emission Monitoring Systems linked directly to Pollution Control Board servers, ensuring continuous adherence to safety thresholds for BOD (biochemical oxygen demand) and pathogen levels.
  • An automatic clawback clause that revokes the lease if water standards fall below mandated levels for more than 30 consecutive days, deterring land grabs entirely.
  • Mandatory municipal off-take policies that direct local infrastructure builders to buy the treated water, denying them access to water bodies and groundwater.

The national payoff

If deployed across India’s estimated 100,000-plus oxidation and stagnation ponds occupying an area of over one ground (2,400 sq. ft.), this policy would yield substantial environmental and economic returns.

It would unlock high-value public land currently trapped as open sewage sumps, and produce reusable, utility-grade water, directly easing pressure on depleted municipal groundwater reserves.

Ultimately, a Zero-Cost Land Lease Policy could change the paradigm of wastewater management from an expensive municipal obligation into a self-sustaining asset class, empowering private enterprise to clean India’s water, reclaim its land, and build a truly circular urban economy.

Other major benefits of the project

This policy would also:

  • Generate jobs in construction, operation, and maintenance of STPs.
  • Contribute to Swachh Bharat goals.
  • Development of new property/ infrastructure on the land reclaimed from ponds.
  • Generate ongoing tax revenues from these properties.
  • Reduce healthcare costs through better civic amenities and reused sewage.
  • Partly ease water shortages.
