[dropcap color=”#008040″ boxed=”yes” boxed_radius=”8px” class=”” id=””]B[/dropcap]esides Rehabilitation policy for misguided youth/militants the state government of Jammu and Kashmir is also offering monthly scholarships to orphans of killed militants. In the last two years the state government has spent almost Rs.3 crores ($441,000) on funding scholarships to orphans of killed militants. The state government provides them monthly scholarship @ Rs.750 ($11) up to the age of 18 years.

Under the Rehabilitation policy of 2004, a total number of 437 cases of surrendered militants were received from 2004 till date.

Under the Rehabilitation policy the state government provides stipend for a period of 3 years @ Rs.2000 ($29.4) per month from the date of surrender, a Fixed deposit of Rs 1.50 lakhs ($2200) and payment of monetary incentive for surrender of weapons.

Under the Rehabilitation policy of 2004, a total number of 437 cases of surrendered militants were received from 2004 till date.

Out of these 216 cases have been finalised and monthly incentive of Rs.2.68 crores ($394,000) has been paid while 219 cases have been rejected.

Meanwhile, according to the report prepared by the state Home department the three districts of Anantnag, Baramulla and Kupwara in Kashmir valley have reported highest number of orphans of killed militants. There are 459 beneficiaries in Anantnag district, 255 in Baramulla and 228 in Kupwara. In Jammu region the highest number of beneficiaries come from hilly district of Doda and Kishtwar.

According to the report 1513 orphans were registered in Kashmir valley and 297 in Jammu division up to March 31, 2016.

An amount of Rs 1.14 crores ($167,000) was spent up to March 31, 2016 on scholarships to Orphans of killed militants without any discrimination.

According to the report Rs.14.01 lakhs ($21,000) was spent on providing scholarships to orphans of killed militants across Jammu region during the same period.

Similarly, Rs.1.44 crores ($212,000) was spent on scholarships to 1626 orphans up to March 31, 2015 in Kashmir valley while Rs.25.5 lakhs ($3,700) was spent on providing scholarships to 271 orphans of killed militants in Jammu region.

[dropcap color=”#008040″ boxed=”yes” boxed_radius=”8px” class=”” id=””]A[/dropcap]ccording to the same report 59 youth have joined militant ranks after the killing of Burhan Wani on July 8, 2016 while militants have looted around 63 automatic weapons and large quantity of ammunition from police posts, guard rooms of VVIP’s between March 2016 till December 2016.

The highest number of 492 cases of stone pelting were registered in Sopore followed by 339 in Srinagar and 318 in Baramulla.

Barring three weapons the security forces have also failed to recover these weapons as the same were probably handed over to the fresh recruits in Kashmir valley.

During the period Kashmir valley saw complete failure of law and order machinery. The total number of 216 militancy related incidents were reported in the state till December 2016, 73 incidents higher than total number of 143 incidents reported in 2015 and 151 in 2014.

According to the report of the state Home department during the period of unrest 2632 FIR’s were registered and 463 persons were detained under Public Safety Act (PSA) out of which 145 were released and presently 318 are under detention.
