10 to 12-digit People ID number in Tamil Nadu like the Aadhaar number

According to reports, the Tamil Nadu government has decided to issue a 10 to 12-digit number in the name & style of ‘People ID‘ to all the residents of Tamil Nadu similar to Aadhaar. This is likely to create confusion & chaos among the people of Tamil Nadu. Though it is mentioned as a scheme to deliver the State’s welfare programs through a unique number, I strongly believe that there is some ulterior motive behind this plan.

It is a known fact that the state governments are responsible for the implementation of Central government schemes as its departments and local bodies are the implementing agencies in identifying and paying the beneficiaries their salary or subsidy in cash. In spite of this, various fraudulent practices were happening through middlemen, local body representatives, and State Govt officials by adding a large number of fake beneficiaries & and the real beneficiaries were deceived/ cheated by not paying their due or eligible amount.

For example, in the Mahatma Gandhi National Rural Employment Scheme (MNREGA), before the BJP rule, out of a daily wage of Rs.150, only Rs.50 reached the beneficiaries. But the accounts showed that Rs.150 was paid in full while the rest was looted by middlemen, officials, and local representatives. The same situation was prevailing in all other Pubic welfare projects as well.

It is only during this current BJP Government under Shri. Narendra Modi through Jandhan Yojana, Aadhaar, Mobile (JAM) linkage, subsidies, and assistance reached the beneficiaries from the Central government’s Welfare programs directly into their bank accounts (DBT) and benefitted the needy completely.

Grants and assistance through various central government schemes including MNREGA (100 Day Employment Scheme), Old Age Pension, Pradhan Mantri Kisan Samman Yojana, UJWALA, Fertilizer Subsidy, and Education Subsidy are currently being paid directly into the Jandhan Bank accounts of the respective beneficiaries without any leakages or cuts.

It is true that JAM has helped in identifying and eliminating fakes, removal of middlemen, and prevention of malpractices. The Central government has saved Rs.2.5 lakh crores of public money in the last 8 years by directly paying into the bank account of the beneficiaries.

It is shameful that in Tamil Nadu various frauds have been detected through Aadhaar Card (JAM) in schemes such as Swachh Bharat Abhiyan, PMAY, Pradhan Mantri Kisan Samman Nidhi, MNREGA and various cases have been registered by identifying through the Aadhaar Card (JAM). Several crores of rupees have been recovered by detecting this fraud through the DBT method. This is the first time in independent India that money that was looted through corruption and fraudulent practices has been recovered by the government.

This DBT (JAM), which was intended to prevent corruption and malpractices had served as a great relief for the beneficiaries and it has been a big hurdle for the corrupt. The decision by the state government that a separate number will be created for the beneficiaries of state government schemes, has raised serious concerns that it would pave way for huge corruption in the future by replacing the existing system.

There is no doubt that this decision of the Tamil Nadu government would be used by the middlemen, officials & corrupt local body representatives to include fake beneficiaries to commit fraudulent and malpractices in the welfare schemes of the state government.

Therefore, the Tamil Nadu government should realize the reality and act to prevent corruption in its public welfare schemes. It should give up implementing this scheme as it may also lead to many other legal hurdles. The Tamil Nadu government should not act in such a way in weakening the present system which may lead to bribery and corruption. The state government should realize that it is its duty to strengthen the prevailing system of providing assistance and subsidies to the beneficiaries using Aadhaar cards in non-corrupt ways. Hence it is demanded that the Tamil Nadu government should give up this copycat initiative immediately.

  1. Mr Narayananan Thirupathi speaks for the BJP only.
    He should set right things in his own party which has no democracy before he speaks.
    A known fact considering that when Swamy speaks his own party the BJP refuses to act. It can’t expel him either since he speaks the truth.

  2. Effort to remove & catch corruption is moving at slow pace, still commendable. Need to name & shame the people involved in corruption & extend social benefits & quota reservations be denied to entire family members of such corrupt people
