Deadly firing at CISF camp guarding Sewa-II Hydel Project

An Assistant Commandant and three other Central Industrial Security Force (CISF) personnel were shot dead on Tuesday evening after a Head Constable allegedly opened fire following a brief altercation at a security camp of the Sewa-II Hydroelectric Project in the Basohli area of Kathua district, officials said.

The Sewa-II project, located in the Basohli belt of Kathua close to the Himachal Pradesh border, is a sensitive infrastructure installation and has a standing CISF security deployment.

The firing occurred around 7 p.m. at the CISF camp in the Mashka area of Basohli, where the unit was deployed to guard the hydel project.

Kathua Senior Superintendent of Police Mohita Sharma confirmed the incident and said a police investigation had begun.

Officials said a verbal argument among personnel turned violent, after which a 2009-batch Head Constable allegedly opened fire on his colleagues. The incident is being treated as a case of fratricide.

The dead have been identified as Assistant Commandant Ankit Kumar Pandey, Sub-Inspector Lakshman Singh, Constable Rafiq Ahmed and Constable Sandeep Kumar.

All four were first injured and shifted for medical treatment, including to a hospital in neighbouring Himachal Pradesh, where they later died of their injuries.

The accused Head Constable was overpowered after the firing, handed over to the Kathua Police and taken into custody.

CISF has separately ordered an internal inquiry to reconstruct the sequence of events and the cause of the altercation.

Police teams also reached the camp soon after the incident, secured the site and began recording statements.

Officials said the precise trigger for the argument was still being ascertained and that further details would be released after preliminary investigation.
