How Railway Board Chairman changed rules in which only he fits
While the Centre has withdrawn the facility of two government accommodations for government servants, particularly those posted in northeastern region States, the incumbent Railway Board Chairman V K Tripathi has customized a rule to suit his requirements and retain two accommodations. And this was after the Ashwini Vaishnaw-led Ministry of Railways chartered a ‘zero tolerance’ to corruption and corrupt practices by aiding CBI sleuths against the tarnished ones.
Tripathi who also happens to be CEO of the Indian Railways has ‘owned’ up two government bungalows – one in Delhi in his current posting and one in Mumbai in his prior posting – flouting all norms towards retaining two quarters/ accommodations as per the government rules and regulations. Tripathi changed rules in which only he fits now and thus continues to hold up two government bungalows.
The provision to retain two government accommodation for All India Services employees were only for postings in North Eastern Region till last month which too now stands withdrawn following a review meeting on the special allowances and incentives for government employees posted in NE.
“Now government servant posted in NE cannot retain two government quarters like someone posted in Delhi and stay in quarters and in case he or she get transferred to NE then they could retain their quarters in Delhi and also get accommodation in NE. This facility has been withdrawn by the Prime Minister himself,” said a Department of Personnel and Training (DoPT) order dated September 27, 2022.
While Tripathi is officially accommodated in a plush bungalow in south Delhi’s Railway Colony, Tripathi has held up another accommodation in metropolitan Mumbai ‘illegally’. Photos of Delhi and Mumbai bungalows occupied by Railway Board Chairman V K Tripathi are published below.
As per the evidences shared, Tripathi’s Mumbai accommodation has his close family members as its occupants while at Delhi Moti Bagh he is entitled to ‘official’ accommodation. Sources in the Railway Ministry said the CRB’s call to occupy the Mumbai bungalow in Railway Colony is through fraudulent means as he is not entitled and tantamount to corrupt means in the government service rules.
Tripathi was appointed as CRB (Chairman, Railway Board) and CEO at Indian Railways by the Modi government last December while the general manager of North-Eastern Railway at Gorakhpur. Interestingly, Tripathi continued to hold the Mumbai residence even after he moved out from his posting as additional general manager, at Western Railway for about three years. Tripathi is a 1983 batch Indian Railway Service of Electrical Engineers (IRSEE) officer.
Below is the DoPT Order after PM Modi’s direction, a facility that existed only for officers posted in North East India, stands withdrawn in September 2022.
