Mufti wants BJP to work in tandem with the PDP such that BJP becomes a facilitator and not an obstacle on its way to the virtual separation of Jammu and Kashmir from India.

On February 28, Jammu and Kashmir Chief Minister Mehbooba Mufti met with Prime Minister Narendra Modi at his official residence. After the meeting, she tweeted: “Met @PMOIndia @narendramodi to discuss reconciliation between regions, parties & countries. Also spoke about the timely implementation of AoA & how to ensure better coordination to further deliver results to the people of J&K”.

Her tweet must make all friends and well-wishers of India sit up to examine the implications of what she told the Prime Minister, the country’s chief executive and the one who was responsible for the unity and integrity of India and for protecting and promoting further India’s geopolitical interests and sovereignty. For, what she, in her own words, told to the Prime Minister was just outrageous and unsettling. It constituted a direct attack on the country’s unity, integrity, and sovereignty.

She doesn’t have any place whatsoever for the people of Jammu and Ladakh; considers them irrelevant.

What did she mean by reconciliation between regions, parties & countries? Clearly, she meant that Jammu and Kashmir was a disputed territory between India and Pakistan. She meant that Prime Minister Narendra Modi should dilute India’s age-old stand on Jammu and Kashmir and accommodate Pakistan’s view on the state. In other words, she told the Prime Minister that New Delhi must share sovereignty with Pakistan even in this part of Jammu and Kashmir. And by parties, she obviously meant India, Pakistan, and Muslims in Kashmir. She doesn’t have any place in her self-rule doctrine any place whatsoever for the people of Jammu and Ladakh; she, like the bulk of Indian political class, considers them irrelevant despite the fact that they inhabit over 88 percent of the state’s land area and constitute more than 50 percent of the state’s population.

The fact of the matter is that she asked Prime Minister Narendra Modi to recognize that Jammu and Kashmir was an unsettled issue, which needed to be resolved through her atrocious destroy-India reconciliation formulation.

Similarly, what did Mehbooba Mufti mean by the timely implementation of Agenda of Alliance (AoA), which was made public by her father, late Mufti Mohammad Sayeed, on March 1, 2015, when he took over as Chief Minister with the BJP as a junior partner in the coalition government?

I will quote verbatim the relevant portions from the AoA so that the esteemed readers see for themselves what this nasty and unsettling AoA provided for and contemplated.

The AoA reads: “The purpose of this alliance is to form a coalition government that will be empowered to catalyze reconciliation and confidence building within and across the Line of Control (LoC) in J&K thereby ensuring peace in the state. The Union Government has recently initiated several steps to normalize the relationship with Pakistan. The coalition government will seek to support and strengthen the approach and initiatives taken by the government to create a reconciliatory environment and build stakes for all in the peace and development within the sub-continent. The same will be pursued by taking confidence-building measures such as enhancing people to people contact on both sides of the LoC encouraging civil society exchanges, taking travel, commerce, trade, and business across the LoC to the next level and opening new routes across all three regions to enhance connectivity. The earlier NDA government led by Shri Atal Bihari Vajpayee had initiated a dialogue process with all political groups, including the Hurriyat Conference, in the spirit of “Insaaniyat, Kashmiriyat aur Jamhooriyat”.

It further reads: “Following the same principles, the coalition government will facilitate and help initiate a sustained and meaningful dialogue with all internal stakeholders, which will include all political groups irrespective of their ideological views and predilections. This dialogue will seek to build a broad-based consensus on the resolution of all outstanding issues of J&K”.

The AoA vouches for dilution of the Indian sovereignty in Jammu and Kashmir, promotion of the Pakistani interests in the state

Not just this. The AoA further said: “The situation in the State has improved vastly and to build greater public confidence in its sustainability, people of the State must be able to get the peace and normalcy dividend. In this context, the coalition government will thoroughly review the security situation in the state with a view to examine the need and desirability of all the special laws being applied to the state in view of the situation which is improving. While both parties have historically held a different view on the Armed Forces Special Powers Act (AFSPA) and the need for it in the State at present, as part of the agenda for governance of this alliance, the coalition government will examine the need for de-notifying ‘disturbed areas’. This, as a consequence, would enable the Union Government to take a final view on the continuation of AFSPA in these areas. All lands other than those given to the security forces on the basis of lease, licenses, and acquisition under the provision of the Land Acquisition Act shall be returned to the rightful legal owners, except in a situation where retaining the lands is absolutely imperative in view of a specific security requirement. In any case, monetary remuneration, be it in the form of rents or compensation should be made fairly at market rates”.

Each and every word as embodied or enshrined in the AoA is self-explanatory and, hence, it is hardly necessary to reflect on them. Suffice it to say that the AoA vouches for dilution of the Indian sovereignty in Jammu and Kashmir, promotion of the Pakistani interests in the state, revocation of the Armed Forces Special Powers Act under which the armed forces involved in anti-insurgency operations enjoy some legal immunity, demilitarisation of the state and vacation of the land which the Army has been using since decades for defence purposes and military operations.

By the timely implementation of the AoA, Mehbooba Mufti also meant a regime under which Jammu and Kashmir would attain fiscal autonomy and return to the state government of the power projects run, managed and controlled by the NHPC.

What does the AoA in this regard said: It said: “In order to address the real source of J&K’s fiscal problem and pave the way for making J&K a fiscally autonomous state, the state government will work with the Union Government to explore modalities for transfer of Dulhasti (Jammu) and Uri hydropower projects to J&K as suggested by the Rangarajan Committee Report and the Round Table Reports”. The Rangarajan Committee Report and the Round Table Reports were prepared and adopted during the time of the nominated Prime Minister Manmohan Singh but were not implemented.

The Prime Minister’s Office would do well to issuea statement on the meeting so that the fears of the concerned Indians were allayed.

And what exactly she meant by “ensure better coordination to further deliver results to the people of J&K (read Muslims in Kashmir alone)”? She only meant a mechanism that makes the BJP work in tandem with the PDP so that the BJP becomes a facilitator and not an obstacle in its way that leads to the virtual separation of Jammu and Kashmir from India and permanent colonisation and enslavement of Jammu and Ladakh and the patriotic but suffering people these two regions houses.

It is a matter of grave concern that Mehbooba Mufti could discuss an unsettling agenda with the Prime Minister. One doesn’t know what the response of our Prime Minister was, as the Prime Minister’s Office hasn’t issued any statement on the meeting between the two. What is in public domain is the Mehbooba Mufti’s tweet, which must worry the nation.

The Prime Minister’s Office would do well to issue a statement on the meeting so that the fears of the concerned Indians were allayed. The nation just can’t afford to grant what Mehbooba Mufti demanded. The AoA needs to be thrown out lock, stock, and barrel. It is an agenda of subversion and capitulation.

Thereafter Prime Minister Modiji, Home Minister Shri Rajnath singh, Defence Minister Smt Nirmala Sitaraman, Minister in PMO Dr Jitendrasingh and External Affairs Minsiter Smt Sushma Swaraj in perfect co-ordination with Dr Subramanian Swamyji should pay their full and undivided attention on J&K – Remove Art 370 & 35-A through Union Cabinet decision through Presidential order, If Mehbooba raises noise, dismiss her Govt invoking Art 356. Follow up quick action Make Kashmir Union Territory. Jammu & Ladakh be made a separate State or annexed with Himachal Pradesh. This should be the main and prime focus of BJP Govt from May 2018 onwards.
