The surrender policy for militants is expected to provide them with economic rehabilitation and suitable training enabling them to return to the mainstream.

After announcing an Amnesty scheme for the first time stone pelters the BJP-PDP alliance government has been advised by the Ministry of Home Affairs to now formulate a new ‘Surrender and Rehabilitation policy’ in order to provide an opportunity to the Kashmiri youth( who have joined militancy) to return to the path of peace and prosperity.

The new surrender policy for militants is expected to provide them with economic rehabilitation and suitable training to run their own business etc enabling them to return to the mainstream and lead a dignified life.

In the recent weeks, the Union Home Minister Rajnath Singh had held deliberations with the Chief Minister Mehbooba Mufti to discuss the broad framework of additional measures required to be taken to bring normalcy in the state.

MHA has also advised Mehbooba Mufti to constitute a high-level committee to review the remaining cases of stone pelting against students/youth.

After holding deliberations with a cross-section of people in the state he is regularly giving feedback to the Union Home Ministry to help them announce measures to restore peace in the Kashmir valley.

Meanwhile, Ministry of Home Affairs has also advised Mehbooba Mufti-led alliance government to constitute a high-level committee headed by an officer of the rank of DG/ADG to review the remaining cases of stone pelting against students/youth.

In its latest assessment, the Union Home Ministry is learned to have suggested to the state government to consider closing down the cases of youth ( non-grievous in nature) so that they get another chance to focus on their study and pursue their career without any psychological pressure.

Earlier in November 2017, the state govt had announced Amnesty scheme for first time stone pelters.

Under this scheme, nearly 3685 youth were extended relief. According to the assessment of the Ministry of Home Affairs, more than 9000 youth/students are likely to be covered under the Amnesty scheme.

In the coming days, the state government is most likely to constitute an advisory board for the migrants.

The state government has also realized the emergent need to redress the grievances of migrants including Kashmiri migrants, Jammu migrants, displaced persons of POJK and Chammb and West Pakistan Refugees.

The aim behind setting up the board would be to expedite redressal of their genuine grievances.

The state government is also going to take up the work of repairing and renovating old and dilapidated migrant camps at Talwara and Jagti township to win their hearts.

Official sources revealed another important suggestion discussed during the meeting at the highest level is restarting work on Artificial Lake in Jammu.
