PM Modi to open 90th Interpol General Assembly taking place in India after 25 years

Prime Minister Narendra Modi on October 18, in New Delhi, is to declare open the biggest international policing event — the Interpol General Assembly, which is taking place in India after 25 years — a grand success, organized by the Central Bureau of Investigation.

The 25-page-agenda paper has been circulated with in-built security firewalls, to all the 195 countries’ heads of Interpol members.

Interpol is a global platform

Today’s crimes are increasingly international. It is crucial that there is coordination among all the different players in maintaining a global security architecture.

Since Interpol is a global organization, it can provide this platform for cooperation; we enable police to work directly with their counterparts, even between countries that do not have diplomatic relations.

Interpol also provides a voice for police on the world stage, engaging with governments at the highest level to encourage this cooperation and use of our services.

All Interpol’s actions are politically neutral and taken within the limits of existing laws in different countries.

INTERPOL’s full name is the International Criminal Police Organization and we are an inter-governmental organization. We have 195 member countries, and we help police in all of them to work together to make the world a safer place.

To do this, we enable them to share and access data on crimes and criminals, and we offer a range of technical and operational support.

Who makes up INTERPOL?

The General Secretariat coordinates our day-to-day activities to fight a range of crimes. Run by the Secretary-General, it is staffed by both police and civilians and comprises a headquarters in Lyon, a global complex for innovation in Singapore, and several satellite offices in different regions.

In each country, an INTERPOL National Central Bureau (NCB) provides the central point of contact for the General Secretariat and other NCBs. An NCB is run by national police officials and usually sits in the government ministry responsible for policing.

The General Assembly is our governing body and it brings all countries together once a year to take decisions.

Creating a center of excellence in security for major international events

Major international sporting events such as the Olympic Games and FIFA World Cup tournaments present many policing and security challenges for the host countries.

As well as taking place in large, complex and dispersed locations, major sporting events can attract a range of criminal activities from disorder and violence to cyberattacks and even terrorism.

Host countries and event owners are faced with the challenge of providing a smooth-running and successful event while keeping event participants and spectators safe and secure.

The 90th Interpol General Assembly (GA), which will take place from October 18 to 21 at Pragati Maidan and Jawahar Lal Nehru Stadium, will be attended by around 2,000 overseas dignitaries, including ministers, police chiefs, police officers, and support staff from 195 Interpol member countries, apart from Interpol head office representatives, Indian officials and media representatives.

The GA is taking place in India after 25 years – it was last held in 1997 – as part of India’s 75th Independence Day celebrations. The move was proposed by Home Minister Amit Shah to Interpol secretary general Jurgen Stock during the latter’s official visit to New Delhi in August 2019. It is the apex governing body of Interpol, comprising representatives from all member countries, and meets every year to deliberate upon major crime trends and security threats facing the world. Various resolutions are taken during the four-day event through voting regarding various programmes and activities to be taken up in the coming year. During the last GA at Istanbul in November 2021, CBI special director Praveen Sinha was elected as a delegate for Asia on Interpol’s executive committee.

To ensure that there are no organizational glitches in the largest gathering of law enforcement officers from across the world, the CBI, which is the nodal agency for Interpol in India, is hiring a Ministry of External Affairs (MEA) empaneled event management company with experience in providing end-to-end services.

The company will handle the entire event, conceptualizing, designing, and executing works including exterior and interior decoration, development of the site, infrastructure, services, general ambiance, catering, logistics, management, transport, cultural program, etc., in close consultation with the CBI, officials said, seeking anonymity.

A large number of CBI officers, in close coordination with the event management company, will ensure that 195 member countries’ officers and ministers are received at airports, hotels, and venues.

Sharing the scale of arrangements for the GA, a CBI officer said “The delegates will be served freshly prepared Indian sweets and chocolates twice a day, for which 500 boxes will be provided every day, serving snacks to 2,000 delegates twice a day, dedicated dining halls for approximately 1,500 persons at a time”.

For the sessions, the event management company has been asked to place interpreter cabins, and an information desk at the foyer with English, French, Arabic, and Spanish speaking operators, other than providing guided tours for the delegates to Red Fort, National Gallery of Modern Arts, Akshardham temple, Taj Mahal and Raj Ghat.
