J&K admin to attach properties of local terrorists operating from Pakistan, POJK

After blocking all the possible routes of terror financing and demolishing the support base of terrorist groups in Kashmir valley, the Union Territory administration is now training its guns to dismantle the terrorist network and support base of over-ground workers active across the Jammu region.

According to official sources, the Union Territory authorities have prepared a list of over 200 terrorists, hailing from the hilly districts of Kishtwar, Doda, and Ramban, and are most likely to initiate action against them by attaching their existing properties.

The majority of these terrorists are actively involved in fomenting trouble from across the line of control. Some of the properties owned by these terrorists have already been seized by the authorities as per the latest guidelines issued by the Union Home Ministry and the UT administration.

According to official sources, these terrorists are currently camping across different locations in Pakistan and areas of Pakistan-Occupied Jammu and Kashmir (POJK).

According to the records produced in the Jammu and Kashmir State Assembly in February 2014, more than 4000 terrorists were living in PoK/ PAK.

The information was tabled in the form of a written reply by then chief minister Omar Abdullah in response to a question from Panther’s party legislator Harshdev Singh.

The State Home Department had also informed the State Assembly that no individual has returned from Pok/ PAK to the state during the last three years through the identified routes under the Rehabilitation policy notified in November 2010.

According to the State Home Department, 268 individuals along with their family members have returned via Nepal during the past three years up to January 2014.

The department said, since Nepal is not a recognized route under the aforesaid policy, cases under relevant provisions of law have been registered against these individuals.

According to the Home Department, “up to January 31, 2014, 1171 applications have been received on behalf of the prospective returnees who were willing to return under the Rehabilitation policy of 2010″.

Out of these 422 cases were recommended by different intelligence agencies.

Security forces tracking call records of POJK-based terrorists

For a long time, security agencies have been intercepting messages and attempts being made to lure youth into the ranks of different terrorist outfits to keep the terror pot boiling by radicalizing vulnerable youth in the region.

Based on these call details the security forces have interrogated a large number of suspected youth and identified these terrorists and overground workers operating from across the line of control.

As part of the ongoing investigations in the matter, the Special Investigation Unit (SIU) of Kishtwar Wednesday carried out raids at the houses of six terrorists who are operating from Pakistan and PoJK and got certain vital leads about them.

The teams, which included a Magistrate, conducted the raids having obtained house search warrants from an NIA court in Jammu.

The raids were conducted at the houses of terrorists now camping in Pakistan-occupied Jammu & Kashmir or Pakistan.

A special NIA court in Jammu had on April 26 issued non-bailable warrants against 23 terrorists from Kishtwar operating from across the border.

Earlier, non-bailable warrants were issued against 13 terrorists.

According to SSP Kishtwar, Khalil Poswal, “36 individuals after joining terrorism had crossed to Pakistan, and accordingly, FIRs were registered against them in Kishtwar. Earlier, we had taken non-bailable warrants against 13 people involved in terrorism and later non-bailable warrants were issued against 23 terrorists operating from Pakistan.”

According to official sources, a maximum of 118 terrorists hailed from the Doda district, 96 from Ramban, and 36 from Kishtwar.

According to local reports, the majority of them have now settled down in POJK and other areas of Pakistan but continue to foment trouble inside the Indian territory at the behest of their handlers operating from Pakistan and Pakistan Occupied Jammu and Kashmir.
