US signals possible relaxation of Kashmir travel advisory

In a notable development during his first visit to Jammu and Kashmir, US Ambassador to India Sergio Gor indicated on Wednesday that Washington may review and potentially downgrade its longstanding travel advisory for the region, citing significant security improvements by Indian authorities. He described Jammu and Kashmir as an “important part of India” and praised its natural beauty and opportunities.

Gor made the remarks to reporters after meeting Chief Minister Omar Abdullah at the latter’s Gupkar residence in Srinagar.

The envoy, who also serves as President Donald Trump’s Special Envoy for South and Central Asia, is on a two-day tour of Jammu and Kashmir and Ladakh.

Speaking after the meeting, Gor said the governments in New Delhi and Jammu and Kashmir had taken “incredible steps” to make the area safer. “The United States puts out travel warnings, and every so often we re-evaluate those travel warnings. I cannot make any big announcements here today, but it is something that we are going to look at,” he stated.

“New Delhi, the Chief Minister here, the government here, we believe have made some incredible steps to keeping this area safer and making it safer. So, we will be looking at if the travel warning that is imposed, that is recommended by the United States, is something that should be downgraded.”

He added: “This is a beautiful area. I think a lot of Americans would enjoy coming here and seeing the beauty and opportunity that exists here.” Gor further described Kashmir as “an incredibly beautiful place” and expressed being “thrilled” to visit for the first time, noting a warm and cordial meeting with follow-ups planned for Washington and New Delhi.

The US State Department currently maintains a Level 4 “Do Not Travel” advisory for the Union Territory of Jammu and Kashmir (with the exception of the eastern Ladakh region and its capital, Leh), citing risks of terrorism and civil unrest. The advisory specifically notes potential violence in tourist spots such as Srinagar, Gulmarg, and Pahalgam, as well as along the Line of Control.

Chief Minister Omar Abdullah described the interaction as “a very good meeting.” He said discussions focused on relations between the two countries with a specific emphasis on what the US can do with Jammu and Kashmir, particularly in areas like tourism, horticulture, and the new economy. “We are very hopeful and optimistic that the engagement between the US and J&K will both widen and deepen in the years ahead,” Abdullah noted.

Earlier, he had clarified that while he would discuss the regional situation, internal issues would not be raised with the US envoy, stating that solutions lie with the Central government in New Delhi rather than Washington.

Before Gor’s arrival, People’s Democratic Party leader Mehbooba Mufti publicly appealed for a review and withdrawal of the advisory, arguing that it acts as a barrier to tourism on which thousands of families depend.

Gor is scheduled to travel to Ladakh on Thursday.
