China not to attend NSA meet of seven countries hosted by India on Afghanistan situation
Day after Pakistan declared boycott, China too decided not to attend India chaired National Security Advisors (NSA) meet of seven countries on Wednesday to discuss the situation in Afghanistan. India’s National Security Advisor (NSA) Ajit Doval is hosting the Delhi Security Dialogue on Afghanistan to be attended by the NSAs of more than seven countries. None of the eight countries (including India) recognize or legitimize the Taliban government. India also does not recognize it, which is why it has not invited Afghanistan to the dialogue, sources said here on Monday on the issue of the Taliban non-participation.
On November 2, Pakistan’s NSA Moeed Yusuf told the media that he is not attending as India has not invited the Taliban to the conclave to discuss the situation in Afghanistan. He even accused India of spoiler pretending as a peacemaker[1]. As regards Wednesday’s NSAs’ conclave, officials in Delhi said: “It is different from other dialogues and focuses on security. There will be an attempt to find solutions and how to forge a common approach to meet challenges on the threats emanating from Afghanistan.”
Doval will hold bilateral talks with his counterparts from Uzbekistan and Tajikistan, ahead of NSA level dialogue on Afghanistan on November 10, they said. The NSAs of seven countries confirmed participation in ‘Delhi Regional Security Dialogue on Afghanistan‘ including Iran, Russia, Uzbekistan, Kazakhstan, Turkmenistan, Tajikistan, and Kyrgyzstan. The participating NSA’s will also jointly call on Prime Minister Narendra Modi, they said.
Earlier Iran hosted meetings in a similar format in 2018 and 2019. Pakistan did not attend any of the meetings. China did participate in the earlier meetings. As a matter of practice, India invited Pakistan to the Delhi-NSA meeting, but it is unfortunate they refused to attend it, they said. Pakistan has all along insisted on the participation of the Taliban during the talks on Afghanistan and therefore declined India’s invitation.
