Arunachal Christian Forum gives government 15-day ultimatum over religion law rules

    The Arunachal Christian Forum (ACF) has issued a 15-day ultimatum to the Arunachal Pradesh government, demanding the immediate suspension of the process to frame and notify rules under the Arunachal Pradesh Freedom of Religion Act (APFRA), 1978.

    In a memorandum submitted to Chief Minister Pema Khandu, the forum expressed strong opposition to the move, arguing that implementation of the decades-old legislation through new rules could have significant implications for religious freedom, constitutional rights, social harmony and peaceful coexistence in the state.

    The ACF stated that recent steps taken by the High-Powered Committee (HPC) regarding APFRA-1978 have created widespread concern among sections of the population. According to the organisation, the process is being pursued without adequate consultation with religious groups and other stakeholders despite repeated appeals for broader dialogue.

    Forum seeks suspension of APFRA rules

    The Christian body warned that moving ahead without consensus could lead to avoidable tensions and unrest. It stressed that decisions affecting religious freedom and inter-community relations should be taken only after comprehensive consultations involving all concerned groups.

    The ACF has placed three key demands before the state government:

    • Immediate suspension of the process of framing and notifying rules under APFRA, 1978.
    • No notification, implementation or enforcement of the proposed rules.
    • A public declaration halting the process and initiating consultations on the possible repeal of the Act with all stakeholders.

    Warning of protests and bandh

    The forum has asked the government to formally communicate its decision within 15 days of receiving the memorandum.

    It warned that failure to address the demands could lead to democratic protest measures, including mass rallies and a statewide bandh. The organisation said such actions would be aimed at protecting the rights and interests of the Christian community while preserving peace and communal harmony.

    The memorandum was signed by ACF President James Techi Tara, Secretary General Yomrik Lombi and Senior Vice-President Nabam Niba Hina. Copies were also sent to the Governor of Arunachal Pradesh, the Chief Secretary and various media organisations.

    The latest development is expected to intensify debate over the Arunachal Pradesh Freedom of Religion Act, 1978, which has remained a contentious issue in the state for several decades.
