In what could be termed as an unethical move, Finance Minister Arun Jaitley’s Private Secretary Seemanchal Das is expected to be posted as Special Director of Enforcement Directorate in Delhi, a very sensitive post. For this, an urgent meeting of Central Vigilance Commission (CVC) is being convened on August 8 (today) to ratify this posting. After CVC clearance, as it is a senior post, Prime Minister headed Appointments Committee of Cabinet (ACC) has to ratify this post.

Seemanchal Dash, a 1988 batch IRS officer from CBDT was mostly serving with Jaitley as his Private Secretary when he was Minister from Vajpayee’s Cabinet. He was Private Secretary when Jaitley was Leader of Opposition in Rajya Sabha. Jaitley retained his favorite and trusted officer when he became Finance Minister with special approval from PMO.
In April 2017, PMO gave marching orders to Seemanchal Dash citing that Senior Officers should go back to their parent cadre. As per the Rules, Ministers were not supposed to maintain Joint Secretary level officers and above as their personal staffers. Due to his clout, Seemanchal Dash was parked as Officer on Special Duty (OSD) with Central Board of Direct Taxes (CBDT) Chairperson. Dash is a Principal Income Tax Commissioner level officer now.
Seemanchal Dash’s name has cropped in irregularities in postings and transfers in the Income Tax office. Recently PGurus have reported such a news item on Times of India’s Editors getting involved in transfers and postings in collusion with Seemanchal Dash in manipulating plum foreign postings of Income Tax officers.
It is learned that Jaitley took a special interest in posting the trusted officer as Special Director in Enforcement Directorate’s Delhi office. For this purpose today (August 8), a CVC meeting comprising Revenue Secretary, DoPT Secretary, and Home Secretary is convened. Many officers feel this is an extra ordinary move to bring a senior income tax officer into the sensitive post of ED which is not an ethical one.
Many officers, it is learned, have complained to the Prime Minister’s Office (PMO) about this controversial posting in ED, which is handling many sensitive cases including those of former Finance Minister P Chidambaram related money laundering. After PMO issued marching orders from Jaitley’s office as Private Secretary, Seemanchal Dash is now working as OSD to CBDT Chairperson. The question is, “Will Prime Minister headed ACC ratify this unethical posting to be approved in the suddenly convened CVC meeting to post a henchman in ED’s top sensitive post?” One hopes not.
Under no circumstances this character called Seemanchal Dassh should be posted as special Director in ED. Please friends move heaven and earth to stop Jai Italy from damaging Mother India further.

PM Modi must and should not comply with his Minister Jaitley’s request. There are cases which should be brought against Minister Jaitley’s. BJP leader Subramanian swamy must continue his opposition to this appointment.
This is a move by Jaitley to put his trusted guy Seemanchala Dash in ED to save his friends like Chidambaram. Jaitley should be corrected for these kind of frauds.
