Biden signs law to support rights of Tibetans
On July 12, 2024, President Joe Biden of the United States enacted the “Promoting a Resolution to the Tibet-China Dispute Act,” which enhances America’s Tibet policy by amending the Tibetan Policy Act of 2002.
The legislation aims to facilitate the resolution of the longstanding conflict between Tibet and China. The United States has sent a message to Beijing: China’s ongoing occupation of Tibet must be peacefully resolved through negotiation, not repression.
The “Resolve Tibet Act”, abbreviated as the name suggests, aims to promote meaningful dialogue, without preconditions, between the Chinese government and the Dalai Lama, his representatives, or democratically elected Tibetan leaders.
The act asserts that officials of the People’s Republic of China and the Chinese Communist Party are historically inaccurate in claiming that Tibet has been part of China since ancient times.
The act further specifies that the United States’ public diplomacy initiatives should actively combat disinformation propagated by the Government of the People’s Republic of China and the Chinese Communist Party concerning Tibet, including falsehoods about the historical background of Tibet, its people, and its institutions, including those associated with the Dalai Lama.
It also seeks to explore initiatives aimed at enhancing the prospects for dialogue leading to a negotiated agreement on Tibet. Furthermore, the Act aims to collaborate with other countries to achieve a diplomatic resolution regarding Tibet.
President of the International Campaign for Tibet, Tencho Gyatso said, “The Resolve Tibet Act cuts to the heart of China’s brutal treatment of the Tibetan people. To Tibetans, it is a statement of hope. To other countries, it is a clarion call to support Tibet’s peaceful struggle for human rights and democratic freedoms. And to Beijing, it is a declaration that American support for Tibet does not come with an expiration date; China must resume dialogue and find a solution that supports the fundamental rights of the Tibetan people.”
