Vigilance action follows collapse of decades-old five-storey hostel building in Satya Niketan; suspended officers face disciplinary proceedings under civic service rules
The Municipal Corporation of Delhi (MCD) has suspended its South Zone Deputy Commissioner along with four engineers, days after a decades-old five-storey building housing a boys’ hostel collapsed in South Delhi’s Satya Niketan area, killing seven people and injuring several others.

According to the suspension order, the officials removed from duty include South Zone Deputy Commissioner Rakesh Kumar, along with four engineers. The other suspended officials are Superintending Engineer Ranvir Singh, Executive Engineer (Building) Lalit Kumar Goel, Assistant Engineer (Building) Sunil Chauhan, and Junior Engineer (Building) Ashish Kumar, all from the South Zone.
How the Action Was Taken
The suspension orders were issued by the MCD’s Vigilance Department on the instructions of the civic body’s commissioner, invoking the DMC Services (Control and Appeal) Regulations, 1959. The officials were suspended with immediate effect under Regulation 5(2) of these rules. They remain entitled to a subsistence allowance as permitted under service rules, and the orders were signed by Deputy Law Officer (Vigilance) Nand Kishore.

The disciplinary action follows the collapse of the aging five-storey structure, which functioned as a boys’ hostel, on Sunday. Satya Niketan, located near Delhi University’s South Campus, is a densely packed neighborhood known for student housing and paying-guest accommodations — many in older, converted residential buildings.
The area has a troubling history of structural failures. Records show at least two earlier collapses in the same locality involving old buildings undergoing unauthorized renovation, incidents that similarly prompted probes into lax enforcement of building safety norms.
What Happens Next
With the suspensions now in effect, the officials will face formal disciplinary inquiry to determine accountability for alleged lapses in building safety oversight in the zone. The action is widely seen as an attempt by the civic body to demonstrate swift accountability following public outrage over the tragedy.

Knee jerk reactions. Municipality of India (anywhere in any town / city) have no knowledge of civil engineering. There is no transparency of approval leading to highly corrupt system. There is no list of qualified structural engineers. Just putting the building owner in jail is useless & unless otherwise.
