
PM Modi urged states to set measurable goals and work together to achieve the vision of Viksit Bharat 2047
Prime Minister Narendra Modi on Thursday outlined an ambitious roadmap for achieving the vision of Viksit Bharat 2047 while chairing the 11th Governing Council Meeting of NITI Aayog in New Delhi.
The meeting, themed “Inclusive Human Development for Viksit Bharat@2047“, brought together Chief Ministers, Lieutenant Governors and Administrators from across the country. It marked the first time that Chief Ministers from all 28 states participated in the Governing Council meeting, underscoring the spirit of cooperative federalism.
Addressing the gathering, PM Modi said India continues to emerge as a bright spot in the global economy despite uncertainties affecting several major economies. He stressed that the goal of becoming a developed nation can only be achieved through close cooperation between the Centre and the states.
The Prime Minister said the vision of Viksit Bharat should become a people’s movement that reaches every state, district, block and village. He called for collective efforts to transform national aspirations into measurable outcomes.
Highlighting India’s demographic advantage, Modi noted that nearly 70 crore Indians are below the age of 25 and described the country’s youth as its greatest strength. He urged states to invest in education, skill development and entrepreneurship to convert the demographic dividend into a development dividend.
The Prime Minister also encouraged states to help startups and MSMEs benefit from India’s growing network of international trade agreements and attract investments from partner countries.
Reaffirming the government’s commitment to women-led development, Modi called on states to increase the number of Lakhpati Didis from three crore to six crore and create safer environments that enable greater participation of women in economic activities.
The meeting also focused on emerging sectors such as artificial intelligence, defence manufacturing and digital infrastructure. PM Modi urged states to view AI as an opportunity for growth and invest in future-ready skills. He also encouraged the development of export-oriented strategies under the One District One Product initiative and asked states to attract investments in the rapidly expanding defence manufacturing sector.

On agriculture, the Prime Minister highlighted the growing acceptance of sustainable farming practices and called for greater emphasis on water conservation, natural farming and organic agriculture. He also proposed identifying 100 agricultural districts for focused development using the aspirational district model.
A key takeaway from the meeting was the emphasis on measurable governance. Modi urged states to establish clear 100-day targets and long-term five-year goals, supported by robust monitoring systems to track progress towards the Viksit Bharat 2047 vision.
Chief Ministers and other participants expressed support for the Centre’s development agenda and discussed strategies to strengthen energy security, economic resilience and investment-led growth.
Concluding the meeting, PM Modi said the discussions reflected the aspirations and challenges of different regions of the country and expressed confidence that cooperation, innovation and effective governance would accelerate India’s journey towards becoming a developed nation by 2047.
